Assistant Administrator - Clinical

We are seeking a Assistant Administrator-Clinical who is responsible for all administrative activities for clinical operations for the Department of Physical Medicine and Rehabilitation. This position provides high-level leadership and management of the operational and administrative activities to advance the department's clinical mission including ambulatory clinical operations, integration activities, revenue enhancement, financial performance, budgeting, marketing and outreach and other clinical initiatives to integrate and expand the clinical efforts of the Johns Hopkins Rehabilitation Network. Locations include Johns Hopkins Hospital and Johns Hopkins BMC campuses, satellite locations including White Marsh, Green Spring, Columbia, Timonium, Peabody & Odenton clinics. Directs managers who have responsibility for departmental Access Services, PRC and JHH/JHU Ambulatory Services. Works closely with the Administrator and Associate Administrator on initiatives and priorities, acting as designee as needed. Represents the department as necessary on various institutional committees. This position reports to the Department Administrator.

Specific Duties & Responsibilities

  • Directs the administrative and operational activities of all ambulatory clinical practice areas. Develops mutually agreed upon standards of performance for related areas, evaluates performance, and provides direction to ensure effective performance of responsibilities.
  • Creates and monitors management reports to document and analyze departmental activities related to clinical practice. Communicates outcomes with departmental faculty and managers. Works closely with finance team to analyze performance measures and develop/analyze business plans related to clinical practice. Monitors expense budgets for all areas of responsibility. Provides expertise and assists in the development of new programs, and marketing initiatives to improve service delivery and /or to increase patient volumes.
  • Works collaboratively with administration, finance, physicians/psychologists, clinical management to answer questions, provide information and optimize clinical practice operations. Ensures link amongst managers related to their areas of responsibility from front-end/scheduling to clinic and to back-end/billing. Provides direction to service areas impacting patient's overall encounter.
  • Develops departmental administrative and personnel policies/procedures and is a resource for related University policies and procedures. Provides information and direction critical to support staff in the departments' clinical practice units. Serves on departmental override team and acts as administrator on call for JHH (once per rotation).
  • Interacts with patients to answer questions, handle complaints and concerns related to areas of responsibility. Provides service recovery as necessary. Oversees patient satisfaction program.
  • Oversees the inventory and replacement schedule of supplies and equipment for related areas.
  • Represents PM&R administration to the medical staff practicing in each outpatient location. Acts as departmental representative for hospital and university committees for issues that relate to access and ambulatory operations.

Ambulatory Operations

  • Supervises PM&R Ambulatory Services Manager and is responsible for the administrative and operational activities of ambulatory services including faculty practice, rehab therapy services, referral and access services, staff/physician productivity and utilization, JCAHO and other regulatory requirements, facilities management, patient satisfaction, safety and emergency preparedness. Ensures all standards of the ambulatory care areas conform to the policies, procedures and practices of Johns Hopkins Medicine and JCAHO.
  • Oversees performance improvements in all PM&R ambulatory locations.
  • With Ambulatory Services Manager and Director of Ambulatory Therapy, analyzes practice patterns and results: volume statistics, room utilization, capacity trends, and expense and revenue trends, etc. and works with faculty, therapist and administrative managers to create and implement corrective action plans.
  • With Departmental Administrator, directs the start-up activities related to opening new practice locations, monitors ongoing practice operations at new locations.
  • Reviews and audits operational plans for ambulatory services and implements changes and recommendations as needed. Establishes and maintains positive working relationship with building services and support/ancillary areas (pharmacy, radiology, pathology, etc.) to provide maximum support to faculty, therapists, patients and staff.


Patient Access

  • Responsible for monitoring and enhancing the PM&R Patient Access models and leading the planning and implementation committees for the department.
  • Liaise with the Assistant Director of Patient Access for PM&R (who has management responsibility of up to 8 employees) in developing patient flow model and provider protocols to ensure maximum capacity so patients are scheduled in a timely manner with the most appropriate physician.


Minimum Qualifications
  • Bachelor's Degree in Business, Finance, Accounting or related field.
  • Seven years progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department, center, or unit, including 2 years financial management experience (e.g., planning, directing, monitoring, organizing, and controlling monetary and non-monetary resources).
  • Master's degree in a related field may substitute for required experience, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Supervisory experience strongly preferred.

Starting Salary Range: $85,500 - $149,800 Annually ($125,000 targeted; Commensurate with experience)
