The Role:
As our Airport Operations Supervisor, you will be at the forefront of ensuring the smooth operation of our airport facilities. Your role will include:
  • Planning & Supervising: Oversee the maintenance, repair, and upkeep of airport buildings, grounds, and equipment, ensuring safety, security, and operational efficiency.

*The Airport Operations Supervisor is currently classified within the Programs and Projects Analyst Classification Specification and related salary ordinance. The County Board will be reviewing it for reclassification to the Parks Supervisor Classification Specification and related salary ordinance during the annual budget process in Fall 2024, with an effective date of January 1, 2025. 2024 Salary Range for the Parks Supervisor Classification: $75,858 to $100,298.

Example of Duties

  • Daily Operations Management:
    • Plan, coordinate, and supervise daily activities related to grounds maintenance and airport operations.
    • Schedule staff and oversee the implementation of projects.
    • Communicate effectively between all parties involved and monitor project progress.
  • Staff and Contractor Oversight:
    • Plan, coordinate, and review work performed by employees and contractors.
    • Handle routine personnel issues and assist in the testing and selection of applicants.
    • Evaluate and determine appropriate staffing levels and equipment availability.
  • Project Evaluation and Management:
    • Evaluate projects to determine if they should be completed by staff or outside contractors.
    • Review bid specifications, meet with contractors, discuss project scope, and review proposals.
    • Manage and supervise contractor work to ensure project completion to standards.
  • Maintenance and Compliance:
    • Routinely inspect airport buildings and airfield to assess maintenance needs.
    • Set priorities and initiate work to ensure compliance with building codes, FAA regulations, and Wisconsin Bureau of Aeronautics standards.
    • Monitor nearby construction projects for compliance with local Height Limitation and Zoning Ordinance regulations.
  • Budget and Inventory Management:
    • Participate in preparing the budget for facility, buildings, grounds, and equipment maintenance projects.
    • Maintain oversight of inventory and authorize purchases within budget limitations.
    • Implement departmental cost measures to ensure compliance with budget constraints.
  • Supervision of Maintenance Activities:
    • Supervise the maintenance of all airport-owned buildings, equipment, and grounds by staff and contractors.
    • Direct and coordinate proper maintenance of vegetation and ensure compliance with storm water and wastewater management requirements.
    • Ensure proper completion and clean-up of all maintenance projects.
  • Participation in Committees and Meetings:
    • Participate in weekly, monthly, and bi-monthly project management teams, safety, and budget committees.
    • Engage with FAA, Wisconsin Bureau of Aeronautics, and airport engineer contractors on capital projects, construction updates, and runway safety.
    • Communicate effectively with stakeholders as necessary.
  • Emergency Response:
    • Respond to emergency situations such as aircraft incidents, snowstorms, windstorms, flooding, and fires.
    • May represent the division in the Emergency Operations Center or Media Relations in the absence of the Airport Manager.
  • Performs other duties as required.

    Minimum Qualifications

    Essential Knowledge and Abilities

    1. Comprehensive knowledge in developing, operating, and maintaining airport buildings and grounds.
    2. Comprehensive knowledge of current methods of airfield management, development, safety, and security of a federally obligated airport, and related areas.
    3. Comprehensive knowledge in developing, operating, and maintaining airport buildings and grounds.
    4. Comprehensive knowledge of administrative, managerial, budgetary, and supervisory principles and practices.
    5. Comprehensive knowledge of occupational hazards and safe work practices to avoid and prevent accidents.
    6. Considerable knowledge of estimating projects which include routine road maintenance and emergency road repairs.
    7. Considerable knowledge of the division, department, and County's electronic devices and computerized systems.
    8. Ability to learn and utilize the division, department, and County's electronic devices and computerized systems to effectively perform duties and responsibilities.
    9. Ability to estimate, plan, and execute projects within budgets.
    10. Ability to plan, organize, assign, direct, train, and review the work of other employees.
    11. Ability to analyze situations, make appropriate decisions, and take appropriate action in a timely and efficient manner.
    12. Ability to plan, organize, and supervise multiple projects at the same time.
    13. Ability to safely operate tools, vehicles, and equipment necessary to perform duties and responsibilities.
    14. Ability to keep accurate and detailed records.
    15. Ability to follow, carryout, and provide verbal and written instructions.
    16. Ability to research, prepare, and present reports and recommendations, both orally and in writing.
    17. Ability to work independently and as a member of a team.
    18. Ability to communicate effectively, verbally and in writing.
    19. Ability to establish and maintain effective working relationships with supervisors, staff, law enforcement and other outside agencies, WI DOT, contractors and vendors, other County departments and staff, and the public.
    20. Ability to effectively interact with sensitivity with persons from diverse cultural, socioeconomic, educational, racial, ethnic, and professional backgrounds, and persons of all ages and lifestyles.
    21. Ability to be available on a twenty-four (24) hour on-call schedule as dictated by emergencies and weather conditions.
    22. Ability to withstand exposure to favorable and unfavorable weather conditions.
    You must meet these minimum Training and Experience requirements:
    • High School diploma or GED.
    • Five (5) years of full time paid experience in the operations of an airport, with a minimum of two (2) years as the supervisor of one or more major airport management functions.
      • Recognized post high school training, bachelors degree or advanced degree with specialization in aviation or a directly related field may be substituted on a year for year basis for up to four years of the required experience.
    • Valid driver's license.
    Preferred:
    • Experience working at a General Aviation airport
    • AAAE ACE Ops Certification
    • Pilot's License
