Responsibilities

Responsibilities

Duties to be independently executed include but are not limited to:

  • Use experience, technical education, resources, and creativity to support the development and execution of multiple technical and programmatic plans across a broad spectrum of technologies for military applications within the Transformational Combat Effects branch including:
    • Technologies that will develop offensive warfighter capabilities that provide an asymmetrical edge to the United States within the Find, Fix, Track, Target, Engage, and Assess structure
    • Technologies that will identify, understand, and exploit vulnerabilities in adversary kill webs
  • Assist Portfolio Leads in assessment and maturation of future force concepts based on USAF and USSF requirements, MAJCOM, and other stakeholder inputs.
  • Assists in identification of major trends impacting the USAF and USSF S&T program by analyzing long-term warfighter needs, DoD sponsored studies, wargame results, HHQ guidance, think tank publications, and TD strategic planning activities.
  • Assists in generation of communication products regarding AFRL strategy/transformational products and policies with AFRL Technical Directorates, SAF/HAF, DDR&E, other service labs, and industry.
  • Apply knowledge and experience in pre-acquisition definition and capabilities integration of requirements, program management principles, and policies/procedures to assist the research and development and demonstration of systems, sub-systems, and equipment.
  • Support demonstration and test activities in compliance with current Air Force regulations and guidelines.
  • Apply integration, communication, coordination, organizational and planning expertise to technical research and development activities and acquisition across a broad spectrum of functional disciplines in order to assist with the implementation of program direction.
  • Plan, organize, and manage critical aspects of the development and demonstration of multiple efforts across broad technology spectrum including managing program communications, cost, schedule, and performance.
  • Establish trusted and influential relationships with customers, suppliers, and other stakeholders.
  • Assist in communicating and briefing status of assigned efforts to internal and external stakeholders.
  • Work both individually and with a broader team.
  • Support the development and communication of roadmaps for programs and associated technologies and product lines.
  • Assist in the full spectrum of actions required to award contracts and contract modifications to other contractor that may include pre-award documentation, assistance in the support of source selection activities, and post-award support activities.
  • Assist in the development of pre- and post-award documentation, where applicable.
  • Assist in milestone planning, tracking, scheduling, briefing preparations, staff coordination, and decision documentation preparation.
  • Gather data, conduct analyses, evaluation, and validations of acquisition programmatic documentation.
  • Assist in accessing databases and performing analyses.
  • Assist in program office surveillance of test activities and any applicable prime and subcontractor performance. Assist in determining program progress and communication recommendations to the government.
  • Assist the program office in complying with tasks related to the Joint Capabilities Integration and Development System, CONOPS, architectural views, security accreditations and certifications, acquisition reports, program management agreements, and memorandum of agreements.
  • Assist the program office in complying with applicable statutory and regulatory guidance.
  • Assist in the creation and approval of acquisition strategies, program planning and creation, early capability development strategies and project planning, and the transition of program execution to the appropriate Program Executive Officer.
  • Perform other duties as assigned.

Qualifications

Qualifications

  • Minimum 10 years of experience in a program/project management position with cost, schedule, and performance responsibilities.
  • Prior experience in a DoD systems program office/similar organization.
  • Experience working on classified and special access programs.
  • Must be located within commuting distance of Wright Patterson Air Force Base, Ohio to support in person attendance needs.
  • Bachelor's degree in Mathematics, Engineering, Computer Science or other relevant discipline.
  • Must be a self-starter who thrives in a dynamic environment, can accomplish high-level tasks independently, and works well with other team members and customers.
  • Must have a high level of motivation, be adept at exploring and learning about new technologies, and have a demonstrated record of successfully taking ownership and responsibility for projects.
  • Must have a demonstrated ability to communicate and coordinate with both internal and external organizations to accomplish common goals.
  • Must have the ability to multi-task, respond to quick turn-around requests, and produce quality products with minimal oversight.
  • Must have excellent verbal and written communication skills.

Desired Skills and Experience:

  • 15+ years of PM and relevant technical experience.
    Knowledge of the Air Force Research Laboratory's framework, directives, and policies.
  • Experience working on-site in a government client environment.

Security Clearance Level Required: Top Secret with in-scope SSBI and SCI eligibility

Hybrid Work Environment: This employee will be expected to match the government schedule of being in the office on Mon, Tue, Th. May need to flex as necessary based on meetings.

Travel Requirement 25-50%: At least once monthly, but varies month-to-month. Typically confined to week days with occasional Sat/Sun travel.
