Responsibilities

You will be supporting several innovative, highly technical, and fast-paced space sensor developmental programs. These critical programs will procure, test, and deliver national space assets to the warfighting Combatant Commands.

Specific Skills Required:

  • Working knowledge of applicable DoD acquisition directives to support the development of Missile Defense System (MDS) acquisition policy, plans, processes, procedures, and guidance for MDS development and fielding
  • Experience with developing Acquisition Plans, Justification and Approvals, Request for Proposal packages, Statements of Work, and Contract Data Requirement Lists
  • Ability to interpret MDA acquisition guidance to support acquisition planning and MDS program integration
  • Support the development of acquisition implementing/operating instructions, directives, plans and policies
  • Expertise in strategic planning, acquisition strategy development, and development of key acquisition documentation to support acquisition strategy approval and execution
  • Prepare planning documents to coordinate integrated acquisition strategies within the MDS and OGA partners
  • Prepare MDS acquisition documentation and executive-level decision papers
  • Demonstrated experience supporting and interacting on a daily basis with high level DoD Officials (O-6 and above, GS-15/NH-4 equivalent), sitting on-site with the DoD Program Office and ability to deliver products successfully in a fast paced environment (on demand)
  • Prepare and staff Directorate of Acquisitions actions for functional and technical review and comment; perform internal and external Agency coordination and reporting
  • Demonstrated capability to develop reports, information papers, decision papers, and briefings for senior leadership and external stakeholder leadership
  • Experience in cost, schedule and performance management for a space-based program and/or a DoD system
  • Possess knowledge of acquisition processes/activities required to support the evaluation of contract performance against the program baselines
  • Experience translating technical requirements into contract requirements
  • Capable of working independently or leading cross-functional teams to research, track, and complete ad hoc tasks associated with the PWS
  • Demonstrated ability to organize and execute meeting logistics and represent the Directorate at higher-level meetings as required
  • Ability to track, coordinate, and manage information requests from both internal and external agencies
  • Ability to collaborate and both troubleshoot problems and support the needs of the program office(s)
  • Ability to draft and brief complex acquisition solutions, e.g., Other Transactions (OT) and hybrid acquisitions or equivalent
  • Outstanding written and oral communication skills

Qualifications

  • BA/BS in related field with 10+ years relevant experience in Program Integration, Acquisition, Budget, or Program Management; Prefer experience at MDA, OGA, or DoD; MA/MS, PMP or DAWIA Level III certification may substitute for 3 years of experience
  • 10 years directly supporting a Federal Acquisition or DoD program(s) as an acquisition/program analyst overseeing cost, schedule, and performance
  • 5 years in a DoD program management and integration environment providing strategic level analysis, communications, and staff coordination for executive level review

Desired Skills:

  • Experience with Other Transactions Authority contract mechanisms
  • Experience in one or more program offices is highly desirable
  • Proficiency in MS Office suite
  • Current Secret Security Clearance Required and eligible for TS/SCI

Pay Range:

The pay range for this position in Colorado is $90,000/year to $150,000/year; however, base pay offered may vary depending on established government contract rates, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. This information is provided per the Colorado Equal Pay Act.
