Overview
Nakupuna Consulting is seeking an experienced Configuration Manager for a position to support the Navy Personnel & Pay System (NP2) with CM Process Development and Configuration Control Board activities experience. The Configuration Manager shall maintain the proper versions of all documentation in a Configuration Management library in accordance with the Risk Management Framework (RMF), all applicable DoD, Intelligence Community, and Navy instructions, policies, and procedures. This is a contractor Configuration Manager role that supports MyNavy HR Solutions government configuration managers and cybersecurity leadership by serving as an impartial technical advisor to identify risks and make recommendations to the government customer for improvement of configuration management processes.
Responsibilities

Support configuration identification by maintaining a database that documents all software and hardware (Dimensions, PHIRE, Feature Map, Jira/Zephyr, etc.) in use by NP2
- Support meetings or SETR events that allow Government personnel to decide when and if new software and hardware releases are to be implemented for NP2
- Perform status accounting by recording and reporting the status of all NP2 related software and hardware. Status accounting shall include record of purchase, number of licenses, when licenses must be updated, projected costs when updated, number of licenses implemented, and where those licenses have been implemented
- Facilitate communications with all software and hardware stakeholders to ensure software and hardware actions efficiently and effectively enhance NP2's overall goals.
- Ensure all significant software and hardware defect are tracked and documented
- Perform revision management for all electronic documents, (briefings, reports, worksheets, charts, draft forms, QA review summaries). Maintain and update CM policies, procedures and standards
- Identify and maintain the original configuration of requirements documentation, design documentation, software, and related documentation.
- Train personnel on proper configuration management processes and practices

Qualifications
Required Skills and Qualifications:
- Strong technical writing skills to document configuration management and change procedures; experience developing and presenting complex information to senior Government officials
- High level of creativity and complexity to research and recommend solutions based on data analysis, evaluating alerts, and business concepts.
- Ability to analyze lessons learned and incorporate revisions into processes and training.
- Strong communication and training skills.
- Strong analytical, statistical and organizational skills required.
- Excellent time management skills required.
Required Education and Experience:
- Bachelor's degree from an accredited college or university with a major in a related field.
- 8-10 years of experience working in DoD Configuration Management.
- Experience with an existing CMDB tool: Dimensions, Excel, and SharePoint.
- Experience capturing and implementing government business processes and approval workflows in change and configuration management systems (e.g., Remedy, ServiceNow, etc.).
Desired Skills:
- Background or experience as a network or system administrator.
- Experience supporting CM practices in DevOps (Software Development, IT Operations) enabled IT organizations and business processes.
- Experience tracking software licenses - Differentiating between and negotiating annual, floating, and perpetual licenses.
- Hands on knowledge documenting Risk Management Framework (RMF) Chapter 14 Configuration Management.
- Working knowledge of National Institute of Standards of Technology (NIST) Special Publication (SP) 800-53 "CM Control Family".
Clearance: A background investigation at the T3 level is required, as this is not currently a classified position. Must be a U.S. citizen. Work Location: Work location will be in Arlington, Virginia 2 days on-site with a hybrid option. Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:
