Brief Summary of Work for this Position
The Director of Talent Acquisition develops and implements campus-wide strategies in collaboration with campus stakeholders that support the full talent acquisition life cycle at UNCW, fills open positions in the shortest time possible, with the highest quality candidates. Reporting directly to the Associate Vice Chancellor for Human Resources, the Director of Talent Acquisition is a collaborative leader who plays a critical role in leading all efforts related to recruiting and attracting top talent. This Director leads the development and implementation of all programs, systems, and initiatives related to full life cycle talent acquisition strategies.

  • Leads the transition to strategic and full-cycle recruitment of talent acquisition's capabilities including technology solutions, maintaining efficient processes, recruitment marketing, recruitment strategy, campus stakeholder relations and high-volume recruitment.
  • Drives process improvement to increase institution wide recruiting effectiveness and efficiency.
  • Serve as a subject matter expert and employee resource for talent acquisition-related policies and processes/guidelines.
  • Designs and implements equitable recruitment and hiring practices for the campus to develop pipelines and prospects for talent in underrepresented groups. Leads the development and implementation of search committee and interview training that minimizes bias in the search and selection process and provides coaching for hiring managers and interviewers.
  • Ensures all recruitment, interviewing and employment processes comply with University, UNC System, NC Office of State Human Resources, state and federal laws and regulations and ensures that Talent Acquisition staff, hiring managers and other campus stakeholders are aware of associated policies and appropriately trained.
  • Provides strategic partnership to campus leaders to develop and operationalize staffing strategies that fit their business needs.
  • Educates hiring managers on sound and successful hiring practices.
  • Supports hiring processes for executive level positions as requested.
  • Advises HR leadership of prevailing market conditions, strategic and emerging talent trends and best practices and their effect on recruitment.
  • Promotes a culture of creativity and accountability within the talent acquisition team.
  • Partners with the Director of Compensation to help ensure consistency and market-based hiring ranges.
  • Develops a contingent workforce strategy and ensures the availability of temporary staff as needed and requested.
  • Oversees all pre-employment (e.g., background check, credential verification, e-Verify & I9) processes; process improve as necessary; ensures recruitment and pre-employment business processes and requirements are clearly defined for compliance and ease of implementation in current and future technology.
  • Maintains awareness of employment trends, recruitment standards, and technology options and solutions to design talent acquisition processes that meet needs. Continually stays current on new and developing sourcing opportunities.
  • Develops and drives talent acquisition metrics and trend analysis to make data driven decisions.
  • Optimizes the use of technology solutions including applicant-tracking system, talent intelligence tools, talent attraction & sourcing tools, background check systems, etc.
  • Develops relationships with third party vendors and manages associated contracts and renewals.
  • Manages TA compliance programs including OFCCP, EEO & AAP programs. Coordinates data collection process and prepares the University's annual EEO/AA Plan.
  • Ensures compliance with Equal Employment Opportunity (EEO), affirmative action regulations and other applicable US and state laws; partners with Office of General Counsel proactively and/or as needed for counsel and guidance.
  • Updates HR Leadership team as necessary on changing laws and practices and implements accordingly.

Minimum Education and Experience Requirements
Graduation from a four-year college or university preferably with coursework applicable to Human Resources management, human relations and/or business administration and four years of related program development and personnel management experience demonstrating competencies needed to perform the work; or an equivalent combination of training and experience.
Preferred Education, Knowledge, Skills & Experience

  • Bachelor's degree in Human Resources or business-related field.
  • 5+ years of progressively responsible experience in Human Resources talent acquisition, preferably in an institution of public higher education.
  • Experience in human resources within the UNC system.
  • Supervisory experience
  • Demonstrated experience managing the talent acquisition function & executing strategic talent attraction strategies.
  • Demonstrated experience leading & managing TA compliance programs including OFCCP, EEO & AAP programs.
  • Persuasive communication skills that include the ability to clearly articulate information and ideas orally and in writing; ability to build relationships and communicate effectively with all levels of the organization including executive leaders.
  • Ability to build and maintain trust throughout the organization, especially with managers and senior leaders.
  • Proven ability to create, refine and implement best practices, process improvements and technology enabled process enhancements.
  • Passion for customer service and impacting the candidate experience.
  • Ability to understand business strategies and translate them into actionable and compelling talent initiatives; ability to collaborate and gain collective support for business objectives.
  • Proficiency with MS Office Suite, applicant tracking systems & other recruitment tools.
  • Strong talent acquisition skills to engage as an active, high-level recruiter in addition to managing all other aspects of the job.
