Duties, Responsibilities & Other

KCI serves as General Engineering Consultant (GEC) and Program Management Consultant (PMC) for for local county roadway bond programs and toll road development projects.

This opportunity entails being part of a KCI GEC/PMC team responsible for managing assigned project(s) throughout their full lifecycle including developing the scope and technical sections of proposal and procurement documents to participating in contract negotiations and overseeing the delivery of the project plan to successful delivery of quality work, on time, on budget and to the client's satisfaction on every project. This position proactively manages the budget, schedule, technical requirements, contractual obligations, and client communications in support of the project's objectives. Provides high level technical tasks while managing and reviewing design related specifications, calculations, reports and plans. Coordinates with internal and external partners including cross-discipline and functional teams to address and problem solve design related issues or concerns. The Project Manager typically manages multi-disciplinary project team(s) for one or more strategic projects, or may lead and/or work as a discipline lead on a project management team.

Main Duties and Responsibilites:

    Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with KCI's Project Management Plan and Program Controls Guidelines. Leads or actively participates in client contract scoping and negotiations.
  • Serves as the primary client liaison and manages the project team to deliver the scope, schedule and budgets to completion and to the client's satisfaction. Leads client contract scoping and negotiations.
  • Performs technical discipline tasks including analysis, reports, design, specification, and production for assigned projects.
  • Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives.
  • Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships, and pursuit efforts for GEC/PMC projects. Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for strategic, projects to the client as well as general presentations within the industry and community.
  • May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession.
  • Winning, contracting, and successfully delivering on-time, on-budget, quality, client satisfaction on multi-disciplined projects. Identifying and handling risk and change management with guidance from more experienced staff.
  • Leading a team on mid-sized and/or moderately complex projects inside and outside of KCI using sub-consultants.
  • Using system tools to manage, monitor, and deliver mid-sized and/or moderately complex projects.
  • Leading with minimal assistance from the local KCI Office Management Team.
  • Serving as the lead interface with the client on moderately complex projects.
  • Developing successors to work with same client on other work.
  • Performs other duties as assigned.

Preferred Qualifications:

  • Bachelor's degree in Engineering, Master's degree preferred, and 12 years of relevant experience
  • 2 years of successful management of engineering projects
  • Appropriate certifications including but not limited to: Professional Engineer (PE), American Institute of Certified Planners (AICP), Project Management Professional (PMP)


Qualifications

  • Bachelor's Degree or equivalent experience required. Master's degree preferred.
  • Minimum of 7 - 12 years of professional experience.
  • Appropriate professional certification preferred.
  • Pre-employment drug screening is a condition of employment. Background and motor vehicle checks may be required based upon position.


Performance Expectations

  • Complete Annual Individual Training Program
  • Mentor and train staff
  • Train adequate backup personnel to support your role in your absence
  • Develop and maintain customer relationships by soliciting monthly performance feedback, identifying client needs, and identifying the next project
  • Comply with all KCI policies and procedures
  • Ensure projects fulfill ISO compliance requirements
  • Manage work routine of all assigned staff and assign job activities as required
  • Complete other duties as required/assigned
  • Provide input to develop project-specific safety plans and implement project safety plans and ensure compliance with all Federal, state, and local safety rules and regulations
  • Report monthly proposal results to operations manager
  • Achieve or exceed budgeted individual utilization target(75%-80% typical)
  • Attend bi-weekly(or more frequently as necessary) meetings with project team on all projects/tasks
  • Chart and provide project performance results
  • Consult and coordinate with other practices and sub-consultants as required
  • Deliver all projects on time and within budget while fully meeting the scope
  • Ensure effective use of equipment and personnel
  • Meet monthly(or more frequently as necessary) with project analyst to review project invoices
  • Meet monthly with practice leader to review project performance
  • Operate within specified (corporate or project) budget parameters
  • Prepare and submit monthly project completion report
  • Prepare interpractice agreements and/or outside requests as required
  • Prepare monthly progress reports for all projects
  • Prepare monthly project staff utilization plan
  • Propose and negotiate scope, schedule and fee estimate for tasks and projects
  • Provide bi-weekly percent complete data to project assistant
  • Provide monthly project updates to practice leader
  • Provide monthly WIP/AR comments to the operations manager
  • Provide technical project and staff oversight
  • Provide weekly new project budget data to the practice leader
  • Serve as project or task manager on select projects
  • Compare field data to design plans
  • Conduct site visits and gather data, including measurements, sketches, notes and photographs as needed
  • Prepare preliminary concept designs and submit for approval
  • Read and interpret technical documents required for project execution
