The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

We have a near-term need for an Intellectual Property Policy Expert to provide onsite support in the Pentagon and Mark Center.



Responsibilities

The candidate will provide Intellectual Property (IP) and cross-functional acquisition expertise, advice, and assistance in developing, promulgating, and implementing IP policy, guidance, and training in the areas of law, contracting, program management, product support, engineering, finance, and workforce training. Will support Congressional, GAO, and IG engagements, directives, and reporting requirements. Apply expertise in the Modular Open Systems Approach (MOSA) and systems engineering to coordinate and collaborate with the client and other engineering bodies to ensure IP objectives are implemented in engineering policy and guidance. In this capacity, will conduct IP evaluation and valuation related to tailored IP licenses, rights, and agreements, including specially negotiated licenses and conditions-based IP strategies. Identify and recommend available techniques and best government and commercial practices for acquiring, licensing, and managing IP early in the acquisition process. On a day-to-day basis, the candidate will be responsible for reviewing acquisition program documentation and offering approaches that encourage customized IP acquisition strategies based on the unique characteristics of the system and its components, the product support strategy for the system, the organic industrial base strategy, and the commercial market. Will provide subject matter expertise across acquisition functional including cost estimating, product support planning, acquisition strategy development, and on industry IP practices and support initiatives.



Qualifications

Required:

    Bachelor's degree in Business Administration, Information Technology, or a related field
  • 10+ years of experience with Intellectual Property Rights
  • Expertise in Intellectual Property evaluation, valuation, licensing and acquisition
  • Demonstrated capability to engage with senior DoD personnel, develop recommendations, and provide professional written or verbal assessments and correspondence supporting policy
  • Active DoD Secret clearance

Desired:

  • 5+ years of experience developing IP policies, guides, regulations, or handbooks
  • 10+ years of experience interpreting and implementing IP laws, regulations, policies, and guides
  • 10+ years of experience negotiating IP data rights for either the government or a government contractor
  • 5+ years of experience supporting a Headquarters-level DoD organization
