The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

We have a near-term need for an Installation Energy Project Manager to provide onsite support in Alexandria, VA.



Responsibilities

The candidate will support the Office of the Deputy Assistant Secretary of Defense (Energy Resilience & Optimization (ODASD (ER&O)) within the Office of the Assistant Secretary for Energy, Installations, and Environment (OASD (EI&E)). ODASD (ER&O) sustains warfighting readiness and lethality by providing energy-related policy and governance for programs and activities that enable resilient, efficient, clean, and cyber-secure energy for Joint forces, weapon systems, and installations. The successful candidate will support the ODASD (ER&O) staff across the full portfolio of installation energy programs, including assistance with resolving program/project execution issues, developing and coordinating communications/meetings, and execution of assigned special projects. Will ensure personnel with the appropriate skills and experience provide exceptional service to the government. The candidate will schedule, coordinate, prepare for, assist with, and support meetings. Prepare agendas, disseminate preparatory materials, prepare meeting summaries and/or minutes along with tracking assignments/action items, their status, and completion. Responsible for task order management and administration, serving as the primary point-of-contact with the government customer and responding to all government requests, and oversee subcontractors and manage subcontractor performance. Will include contribution to and oversight of a range of activities, including policy development, programming and budgetary alignment, strategy development, drafting reports to Congress, and written and verbal coordination with DoD and interagency stakeholders.



Qualifications

Required:

    Bachelor's degree and 20 years of related experience, with 10 years of experience in program/project management of DoD utilities/energy, Federal agency utilities/energy, or large private sector utility systems
  • Knowledge of DOD organization and structure
  • Experience with providing programmatic and policy support for initiatives related to improving installation energy resilience
  • Working knowledge of Energy Resilience and Conservation Investment Program (ERCIP)
  • Experience with monitoring, collecting, maintaining, and producing analysis from broad datasets
  • Program Management experience supporting DoD, leading people, and preparing budgets and business processes for success
  • Experience engaging with senior DoD personnel, developing recommendations, and providing professional written or verbal assessments and correspondence supporting policy
  • Active DoD Secret clearance with ability to obtain a TS/SCI

Desired:

  • Experience supporting OSD/Service staff/Joint Staff experience
  • Master's degree in a recognized engineering, scientific, technical, management, or related discipline
