The Joint Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPA's NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. SPA has an immediate need for a Senior Requirements Manager onsite in Norfolk, VA. Responsibilities SPA is seeking a seasoned Senior Requirements Manager to work collaboratively with NATO Stakeholders to support CR Branch in ACT. The Requirements Manager will be responsible for taking complex, technical information and translating it into an easily understandable format. Will support CR Branch regarding the elicitation, capture, and management of capability requirements. Asisst with requirements analysis and documentation for large complex programs, and prepare formal and informal documents in compliance with internal NATO ACT procedures. Will develop, draft, write, and edit documents. Will translate technical information to clear, readable documents to be used by technical and non-technical personnel, and conduct research and ensure the use of proper technical industry terminology. Lead requirements elicitation workshops and associated activities, and effectively facilitate stakeholder engagements. Will establish and maintain excellent internal and external customer relations at all levels of the organization, while producing high-quality requirements that meet applicable standards and are appropriate for intended audience and wide-spread publication. Apply excellent communication and negotiation skills, and understanding of Architectures as the Business, Information, and Technical levels in accordance with recognized architecture frameworks (eg. TOGAF, Zachman). Apply experience in requirements management tools (eg. IBM Doors, Jira, etc). Qualifications Required:
