Responsibilities

This candidate will function as the Contract Program Security Officer (CPSO) to multiple Peraton Labs programs supporting a variety of customers. The position is in our Aberdeen Proving Ground, Maryland office. This key role requires the candidate to:

    Serve as a security subject matter expert for Special Access Programs (SAPs).
  • Work closely with the PSO and GSSO to provide security, intelligence, counterintelligence, and programmatic oversight to SAPs and other sensitive activities throughout their life cycle.
  • Develop SOPs and guidance pertaining to management and execution of SAPs and sensitive activities which involve multiple commands and activities.
  • Design and implement security plans and security training for supporting personnel.
  • Develop, review, and approve test and demonstration security and Operations Security (OPSEC) plans for SAPs.

Expected Task Scope:

  • Ensure adherence to applicable laws as well as national, DoD, and other SAP security policies and requirements such as DoD Special Access Program (SAP) Security Manuals: DoDM 5205.07 Volumes 1 - 4
  • When required, ensures that contract-specific SAP security requirements such as TEMPEST and Operations Security (OPSEC) are accomplished
  • Prepare and update SOPs for PSO approval
  • Provide detailed instructions and procedures in accordance with the program's SCG, SOPs, and applicable marking guides
  • Ensure adherence to special communications requirements, capabilities, and procedures within the SAPF, including briefings, debriefings, and foreign travel briefings
  • Ensure that all self-inspections are conducted
  • Oversee transmission of SAP material
  • Develop a transportation plan and forwards to PSO for approval
  • When designated by theca SAPCO, GSSO/CPSO may perform Special Access Program Personnel Security Official (SPO) functions
  • Provide initial program indoctrination of employees after access approval; and debrief as required
  • Review all foreign travel itineraries of program-accessed personnel
  • Conduct pre and post-travel briefings/debriefings
  • Evaluate foreign travel trends for SAP-accessed personnel keeps information readily accessible
  • Receive reportable information on SAP-accessed individuals such as personnel changes and derogatory information
  • Ensure adequate secure storage and workspace
  • Establish and maintain a SAPF in accordance with, DoDM 5205.07, Volume 3, and ICD 705
  • Establish and oversee the visitor control program
  • Perform Special Access Program Facility Accrediting Officials (SAOs) functions, when designated by the CA SAPCO
  • Certify SAP accesses to the facility for visits between a prime contractor and the prime's subcontractors
  • Establish security training and briefings specifically tailored to the unique requirements of the SAP
  • Deliver country-specific threat/defensive briefs to personnel travelling to foreign countries
  • Deliver annual refresher training covering the topics outlined on the SAP Refresher Training Record
  • Establish and oversee a classified material control program for each SAP
  • Conduct annual inventory of accountable classified material
  • Maintain a control log for all SAP material that is not accountable
  • Establish written procedures as well as monitors procedures for reproduction and destruction
  • Establish and oversee specialized procedures for transmission of SAP materials
  • Provide detailed courier instructions


Qualifications

Required Qualifications:

  • 2 years with BS/BA; 0 years with MS/MA; 6 years with no degree
  • Experience with OPSEC and security disciplines, including information, physical, industrial, foreign disclosure, operations, and personnel
  • Knowledge of SAP regulations and policies
  • Working experience in DISS database
  • Knowledge of DoD security policies and procedures
  • Excellent working knowledge in Microsoft Outlook, Word, Excel and SharePoint environments
  • TS/SCI clearance
  • U.S. Citizenship

Ideal Qualifications:

  • Extensive knowledge with DoDM 5200.01 Volume I-IV, DoDM 5205.07 I-III and AR380-381
  • Provide security and programmatic guidance to SAPs
  • Implement SOPs and guidance pertaining to management and execution of SAPs and sensitive activities which involve multiple commands and activities
  • Thorough knowledge/ understanding of the JADE personal database
  • Implement security plans and security training for supporting personnel

Target Salary Range

$66,000 - $106,000. This represents the typical salary range for this position based on experience and other factors.
