Overview

TRC is actively seeking a Senior Environmental Scientist/Engineer for employment in our Engineering, Construction and Remediation Practice in the Connecticut/Massachusetts/New York/New Jersey/Pennsylvania area to primarily support TRC's work on federal and state Superfund sites. The position offers a flexible office location.

The successful candidate will provide planning, investigation, and strategic support, primarily for navigating Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) requirements at a United States Environmental Protection Agency (USEPA) Region 2 National Priority List (NPL, or Superfund) site with numerous Areas of Concern. They must be familiar with CERCLA processes, procedures, regulations, etc. and will provide senior-level leadership, negotiation advice and deliverable preparation support and review in connection with all related project phases (e.g., Remedial Investigation, Feasibility Study, Remedial Design, Remedial Action Completion Reporting, Explanation of Significant Difference, etc.), as required.

The successful candidate will also be responsible for providing similar support at other state and federally regulated sites as well as guiding and mentoring junior scientists/engineering staff in preparation of reports, interpreting regulations, and other facets of environmental consulting.


Responsibilities

  • Assist with site background information reviews, data assembly and evaluation, and preparation of investigation work plans and cost estimates.
  • Assist Program Manager to define project scope, determine work procedures/sequences, and develop schedules, budgets, and staffing requirements.
  • Review Preliminary Assessment/Site Inspection Reports, Remedial Investigation Reports, and other technical documents related to site characterization and investigation activities ensuring technical adequacy, quality, and consistent delivery and presentation of information.
  • Self-perform or support remedial design work (calculations, technical specification and drawing preparation, remedial equipment/component selection, testing, etc.). This includes preparation and review of engineering reports, limited site data summary documents, contract documents, standard specifications, supplemental specifications, design drawings, advertisement and notice to bidders, and cost estimates.
  • Attend and participate in pre-bid meetings, prepare and review addenda to the specifications and drawings, prepare and review responses to technical questions from bidders, and perform technical evaluation of bids.
  • Review contractor submissions during remedial construction and provide written evaluations.
  • Review and respond to information requests during remedial construction.
  • Prepare and review Feasibility Studies, Remedial Alternatives Analysis Reports, and other documents related to the remedy selection process, including Applicable or Relevant and Appropriate Requirements analyses.
  • Prepare and review Proposed Plans, Records of Decisions (RODs), ROD Amendments, and Explanations of Significant Differences.
  • Participate in public meetings.
  • Prepare and review Land Use Control documents.
  • Prepare and review deliverables in connection with Non-Time Critical Removal Actions including, but not limited to, Engineering Evaluations/Cost Analyses.
  • Prepare and review Five-Year Reviews and Remedial Action Reports.
  • Review Human Health Risk Assessments an Ecological Risk Assessments.
  • Review and respond to client and regulator information requests.
  • Attend and participate in internal and on-site project meetings.
  • Prepare meeting minutes for on-site project meetings.
  • Provide strategic advice to client in navigating CERCLA procedures and processes.
  • Serve as task lead for specific portions of larger assignments and mentor less-experienced staff in the gathering, analysis and correlation of basic data.
  • Perform Quality Assurance/Quality Control reviews of deliverables related to projects and tasks managed, as well as projects and tasks managed by others, and be responsible for implementation of the firms' quality procedures at project and task levels.
  • Apply knowledge of regulations, rules, guidelines, field practices and techniques, standard operating procedures, data reduction and evaluation techniques, etc. to work products.
  • Explain and present observations and findings using general understanding of geology, hydrogeology, chemistry, physics, biology, and mathematics.
  • Interact with colleagues, clients, regulators, public, vendors, and subcontractors and follow corporate standards.

Qualifications

  • Bachelor's Degree in Environmental, Civil or Chemical Engineering, Geology, or related scientific field. Master's Degree a plus. New Jersey Professional Engineer (P.E.) license a plus.
  • A minimum of 15 years of relevant experience in consulting, environmental investigation and remediation, negotiating with state and federal regulators; CERCLA experience required.
  • Expert knowledge of New Jersey and CERCLA regulatory and remedial programs and guidance documents.
  • Proficiency with Microsoft Office and Project. Experience with statistical analysis should be noted.
  • Excellent and demonstrable interpersonal, verbal and written communication, motivation, team building, employee involvement/mentoring, diplomacy, and delegating skills.
  • Willingness and desire to continue to improve and advance technical competencies.
  • Ability and willingness to work independently and/or as a member of a team, including the ability to work on multiple assignments.
  • Strong time-management skills with ability to meet tight deadlines and budgets.
  • Must possess a valid driver's license, transportation and be able to pass a pre-employment motor vehicle records check.
  • Ability to drive, travel and perform work in an office and in outdoor environments for short-term tasks.
  • Successfully pass a drug test prior to employment or within five working days from date of hire.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
