SECTOR OVERVIEW

Our Environmental Sector delivers comprehensive environmental solutions to meet the full project lifecycle needs of clients in renewable energy, oil & gas, transportation, and manufacturing industries. With one of the largest multimedia air and land permitting and compliance teams in the country, we support client success in manufacturing and industry, liquids delivery and processing, natural gas storage and delivery, power generation and delivery, and transportation projects.

POSITION SUMMARY

TRC Companies, Inc. is seeking an experienced full-time Biology Group Manager/Team Lead to join our Permitting, Planning and Licensing team in Irvine, CA.


Responsibilities

The position requires a strong technical background and a solid reputation of building and maintaining key client relationships, and will include serving in a senior level capacity to:

  • Coordinate and lead a team of biologists/ecologists, which includes assigning work, directing placement of personnel, and answering technical questions.
  • Give direction to field personnel regarding biological investigation of riparian areas and nest points during nesting bird season.
  • Work with program managers on strategic pursuits, when needed.
  • Review data gathered by field biologists for quality assurance/quality control.
  • Coordinate with other project managers and upper management in a fast-paced office environment.
  • Attend meetings with clients on a weekly basis and follow-up on any assigned tasks.
  • Provide information and guidance to field staff regarding threatened/endangered species.
  • Prepare reports and other technical documents.
  • Perform tasks as directed by upper management regarding strategic pursuits, forecasting program needs and deliverables.

Qualifications

QUALIFICATIONS, SKILLS, AND ABILITIES

  • Minimum qualifications include a bachelor's degree in biology, ecology, environmental science, natural resources, or a related field, and 10 to 15 years of post-degree experience.
  • Preference will be given to those who have experience with special status species in California, such as: desert tortoise, southwestern willow flycatcher, Mojave fringe-toed lizard, Mohave ground squirrel, and other desert species.
  • Preferred applicants will have experience conducting construction monitoring/oversight.
  • Travel throughout California will be required for project-based biological support.
  • Applicants must have experience managing personnel, directing other technical staff, interacting with clients, agencies, and contractors, and managing schedules.
  • Strong ability to prioritize, organize, and perform multiple work assignments simultaneously.
  • Knowledge of and ability to apply environmental compliance and permitting regulations of applicable regulatory agencies throughout California.
  • Excellent verbal communication and technical communication skills are mandatory, along with the ability to maintain a positive attitude working under aggressive schedules.
  • The ability to prepare clear and concise reports, procedures, correspondence, and other written materials.
  • Regulatory working relationship and knowledge with CESA and FESA review process, habitat restoration, and/or Lake and Streambed Programs.

PREFERRED QUALIFICATIONS:

  • 10-15 years of experience is preferred as a permit biologist providing scientific and management guidance in the conservation of species, habitats, and populations and processing of wildlife permit requests in California.
  • Knowledge of native California flora and fauna, including working knowledge on species protection and listings under CESA and FESA.
  • Species-specific handling permits and knowledge of California T&E species.
  • Understanding of GIS relevant to environmental projects.
  • Experience writing biological resources sections of CEQA, and NEPA documents, Biological Assessments, Incidental Take Permit Applications, and other technical documents.
  • Experience with preparing for, organizing, and running public meetings to describe environmental impacts and routing decisions to the public.
  • Experience evaluating existing or proposed projects for impacts to the environment, necessary permit procedures and potential fatal flaws (due diligence).

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
