Job Description: We are seeking a highly experienced and knowledgeable NCR Consultant to join our team on a part-time basis. The ideal candidate will possess extensive expertise in Joint Electromagnetic Spectrum Operations (JEMSO) and will be designated as a Subject Matter Expert (SME). The NCR Consultant will support various programs across the Department of Defense (DoD) and other services, focusing on operations, Electromagnetic Spectrum Operations (EMSO), Special Access Programs (SAP), Special Technical Operations (STO), and JEMSO policy.
Key Responsibilities:
Threat Assessment and Strategy Development:
Obtain and analyze current information on evolving JEMSO and cyber threats.
Assess the impact of new information and incorporate changes into evaluation planning.
Develop strategies to mitigate gaps and vulnerabilities in identified JEMSO capabilities.
Translate the impact of emerging strategies to Combatant Commands (CCMDs), services, and other defense agencies.
Assess multi-service and joint Tactics, Techniques, and Procedures (TTPs) to address focus area requirements.
Leadership Support and Policy Advising:
Support agency leadership in programs across the DoD/services, focusing on operations, EMSO, SAP/STO, and JEMSO policy.
Attend meetings, conferences, and events in the NCR on behalf of JCER when travel is not feasible.
Advise JCER leadership on current national policy, JEMSO strategy, and associated publications.
Provide recommendations to JCER leadership on mission, strategy, policy, and objectives.
Research and Analysis:
Conduct research on EMS issues, obtain relevant DoD documents, conduct studies, and analyze operations.
Develop required documentation to effectively and efficiently execute the agency's mission.
Coordinate with the Joint Staff and Office of the Secretary of Defense (OSD) to determine and evaluate JEMSO readiness metrics.
Analyze and report assessments over the full spectrum of Live, Virtual, and Constructive (LVC) environments.
Desired Experience:
A minimum of twenty (20) years of relevant experience in JEMSO operations desired (15+ required), designated as an SME.
Extensive knowledge of JEMSO and cyber threats and the ability to incorporate changes into strategic planning.
Proven experience in developing and implementing strategies to mitigate JEMSO capability gaps and vulnerabilities.
Ability to translate complex strategies and impacts to various defense entities.
Experience in assessing and developing multi-service and joint TTPs.
Location Requirements:
This position is based in Washington, D.C. (National Capital Region).
The consultant must be able to attend local meetings and engage personally with DC/NCR agencies.
Residency in the DC area is not mandatory but the consultant must be able to travel to DC as needed.
