Primary Purpose of Organizational Unit
Finance supports the instruction, research and public service missions of the University of North Carolina at Chapel Hill by providing fiscal leadership, safeguarding University financial assets, ensuring regulatory compliance and providing timely delivery of services to internal and external customers. This mission is carried out through Finance's vision of providing students, faculty and staff with an efficient and effective financial environment in which to carry out their daily tasks through teamwork, diversity, innovation, honesty and concern for customers.
Position Summary
The Associate Vice Chancellor ( AVC) for Finance serves as a key strategic advisor to the Vice Chancellor of Finance and Operations (F&O) and provides institutional oversight of the University's financial, treasury, and accounting operations. The AVC works in close collaboration with campus senior leaders, UNC Health Care Administration, the UNC System Office, the Office of the Executive Vice Chancellor and Provost ( OEVC&P), and the greater campus community to improve the strategic management of the University's financial resources. The position works closely with Information Technology Services ( ITS) and other functional divisions to optimize the PeopleSoft Enterprise Resource Planning ( ERP) system and improve management reporting. This position develops and implements policies and procedures to enhance financial management across campus.

Principal Functions include: (1) Accounting, Controller and Associated Entities Oversight: Oversees the University's day-to-day financial and accounting operations through a team of subordinate financial managers that report to the University Controller, including Payroll Services, Accounting Services, and Financial Reporting functions. This includes assuring the integrity of University financial systems and business controls, delivering high quality customer service for internal campus clients, and serving as liaison to financial leaders from external entities including the Office of the State Controller, the State Auditor, and UNC System Office. This position also supervises the Executive Director of Associated Entities (AE), which oversees the accounting, financial, and compliance requirements for more than 35 AEs of the University; (2) Financial, Tax, and Treasury Oversight: Oversees the University's Treasury, Procurement and Materials Management, Accounts Payable, Cashier's Office, Internal Controls, and Tax Policy functions. This position provides leadership in fiscal matters to ensure adherence with evolving State, Federal, and Governmental Accounting Standards Board ( GASB) guidelines; (3) Strategic Sourcing and Procurement Oversight: Supervises the University's Procurement and Materials Management functions, Travel, and Accounts Payable; and (4) Continuous Improvement and Change Management, which includes serving as an internal subject matter expert, champion, and sponsor of business process improvement and policy change initiatives, including those involving the ConnectCarolina Enterprise Resource Planning ( ERP) HR/Finance/Payroll system.
Minimum Education and Experience Requirements
Relevant post-Baccalaureate degree required (or foreign degree equivalent) with three years or greater of related professional experience; for candidates demonstrating comparable professional backgrounds, will accept a relevant Bachelor's degree (or foreign degree equivalent) and five years or greater of relevant experience in substitution.
Required Qualifications, Competencies, and Experience
Directly relevant higher education administrative leadership experience in an organization of similar scope and complexity as UNC-Chapel Hill is required, as is prior supervisory responsibility for a team of senior-level managers.
Preferred Qualifications, Competencies, and Experience
The successful candidate must possess outstanding administrative leadership capacity and demonstrated skill in team building, collaboration, communication, customer service, and project management. Advanced knowledge of financial management best practices and the proven ability to implement these practices in practical applications with successful business outcomes is essential.

This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
