Engineering Services Manager

Flux Resources is seeking an Engineering Services Manager (ESM), who will primarily oversee Multnomah County's Bridge Program engineering staff, capital projects, and capital maintenance work on the County's six Willamette River Bridges (four of which are movable bridges that open for river traffic).

The Bridge Program ESM will also support and be supported by the ESM who oversees the Road Program and will at times manage projects in both programs to ensure the overall success of the Transportation Division. As an ESM you will plan, organize and supervise professional engineering design, construction and project management functions for the Bridge Program

To be successful you should know about bridges, big and small, as well as understand the exhaustive attention to detail required to prepare design documents by contracted architects and engineers. You have worked with budgets from several thousand to tens of millions of dollars. You have experience developing plans and specifications, while following public contracting rules and regulations.

In your work, you will develop and implement projects within the County's Capital Improvement Programs for the road system and the Willamette River Bridges; plan, prioritize, assign, supervise and review the work of staff engineers and engineer technicians involved with multiple & simultaneous multimillion dollar engineering design and construction projects. This is a working manager position, so your desire to work hands-on in many complex projects is essential.

TO QUALIFY

We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required.

Minimum Qualifications/Transferable Skills*:

  • Equivalent to a Bachelor's degree from an accredited college or university with major coursework in an engineering discipline such as civil, electrical, mechanical, or structural
  • Three (3) years of responsible engineering experience
  • Two (2) years managing road or bridge design and construction projects
  • One (1) year leadership or supervisory experience
  • Possession of a valid driver license
  • Professional Engineer certification in Oregon. If registered in another state, must be able to obtain Oregon PE through reciprocity within six (6) months of accepting position


Preferred Qualifications/Transferable Skills*:

  • Excellent verbal and written communication skills, including advanced skills in public speaking and community engagement
  • Thorough knowledge of mathematical, physical and engineering sciences: thorough knowledge of Federal, State and local statutes, codes, regulations and safety requirements involving road, fixed bridge or movable bridge design and construction.
  • Thorough knowledge of principles, practices, and procedures of road, culvert, fixed bridge or movable bridge design and construction activities.
  • Experience managing multimillion dollar capital projects during planning, design, and construction to ensure schedule, quality, and budget.
  • Ability to effectively supervise projects and assigned resources to ensure contracts are properly executed and completed.
  • Ability to effectively plan, supervise and review preliminary and final plans, specifications and estimates.
  • Ability to effectively apply a strategic planning process in establishing and meeting objectives.
  • Ability to understand and recognize errors and omissions in plans and/or contracts; resolve errors and seek solutions in a timely professional manner.
  • Ability to select, supervise, train and evaluate assigned staff while cultivating a positive and connected work atmosphere.
  • Ability to lead through collaboration, team building, mentoring, and coaching, and model this leadership style for others.


*Transferable skills: Your transferable skills are any skills you have gained through education, work experience (including the military) or life experience that are relevant for this position.

ADDITIONAL INFORMATION

  • Type of Position: This is an executive, salaried, unclassified and non-represented position which is not eligible for overtime.
  • Schedule: Monday - Friday, 7:00AM - 3:30PM
  • Location: Portland OR, 97214
  • Telework: This position is designated as "hybrid telework," meaning you will be working both remotely (from home) and in person at an onsite location (in office at least 3 days a week). All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
  • Compensation: DOE, full benefits package
