Position Purpose
As a member of the Office of Sponsored Projects' Pre-Award team, the Grant Officer I provides reference and advice regarding compliance, proposal development, budget development, and deadlines to faculty and department administrators. Assures compliance with federal regulations, sponsor guidelines, and relevant Dartmouth policies. Facilitates submission of sponsored research applications.

Required Qualifications - Skills, Knowledge and Abilities

  • Bachelor's degree with formal training in administration or the equivalent combination of education and experience.
  • Four years of experience as a research or finance administrator in a research institution such as higher education or healthcare or equivalent in other field requiring attention to detail and good communication.
  • Knowledge and skill in pre-award sponsored research administration including OMB circulars, Federal Acquisition Regulations and electronic submission systems.
  • Background in developing grant applications including budgets, administrative components and sub-recipient agreements.
  • Ability to work under tight deadlines and balance compliance oversight with flexibility and judgment.
  • Understanding of records retention requirements and file management.
  • Demonstrated track record/experience providing a high-level of customer service.
  • Proficiency in MS applications (Excel, Word, PowerPoint, Outlook) as well as applications supporting research administration including search engines, databases, and electronic submission.
  • Strong verbal and written communication skills.
  • Ability to communicate complex information to others in a clear and completely respectful manner.
  • Experience training groups and individuals one-on-one.
  • Commitment to diversity and to serving the needs of a diverse community.

Preferred Qualifications

  • Demonstrated continuing education in the field of research administration is strongly preferred.
  • Fully relevant experience in research administration in higher education or healthcare is strongly preferred.

Description
Proposal Development/Application Process -
Facilitates the pre-application process, provides information on requirements and deadlines as well as on methods of processing the application documents; reviews grant and contract proposals and budget information/justification. Ensures that all appropriate approvals have been secured (department chair and dean sign-off, animal/human subject approvals, conflict of interest disclosure forms, indirect cost waivers, institutional clearance); Collaborates with faculty and staff on proposal development by providing specialized knowledge and input related to grants and contracts.

Grant and Contract Award Review and Negotiation -
Reviews and identifies problematic clauses in draft agreements and sponsor award conditions; Negotiates specific terms and conditions with oversight from pre-award managers; Conducts compliance review before releasing the award.

Sponsor Liaison and Communication -
Serves as an institutional contact person for information, assistance, and direction, resolving administrative issues resulting from agency questions at the proposal and award stage; Facilitates the process of electronic proposal submission; Develops and implements materials for use in training faculty and administrative assistants in the use of sponsor electronic proposal submission systems; Continuously adds value to the institutional research infrastructure by participation on committees or working groups supporting and improving research administration at Dartmouth or through continuing education and professional development at the national level.
