Contracts Specialist - ISO Coordinator

This is a remote position

The HHS business unit support work across the HHS Operating Divisions, including CMS, ACF, NIH, CDC, and more. Our team supports Federal Health in building and improving digital services and delivering on strong client-facing programmatic initiatives.

Primary Responsibilities:

In this role, you will serve as an individual contributor within a team; with the support and guidance of leadership, you will be responsible for completing assignments by defined deadlines and supporting department operations. You will begin to develop an awareness and understanding of contract administration operations within the department, as well as interact with internal and external stakeholders. Primary expectations for Contracts Administrator II include:




  • Development of influential skills to communicate contractual obligations and support external stakeholder negotiations



  • Exhibits an extensive attention to detail, with the ability to review contract language and identify discrepancies for further evaluation



  • Strong communication skills, with the ability to have informed discussions with internal and external stakeholders





  • Active participant in proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications



  • Supports the review of estimates, performance requirements, and delivery schedules to ensure accuracy and completeness



  • Supports the preparation of bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information



  • Prepares and disseminates information throughout the organization regarding contract status, compliance, modification, deviation, negotiation, and termination



  • May initiate documentation to authorize and direct work in accordance with contractual specifications



  • Updates and maintains contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects



  • Participates in teaming agreement and strategic marketing alliance negotiations between company and outside sources




Basic Qualifications:



  • Bachelor's degree
  • Minimum of 3 years of experience in a contract specialist role, preferably in a government or research environment.
  • Proficient with government contracting requirements and regulations
  • Experience with labor category requirements and management
  • At least 1 year experience supporting DARPA or related Federal "ARPA" agencies (IARPA, ARPA-E, HSARPA)
  • Experience working with OTAs, grants, contracts, and cooperative agreements.
  • U.S. citizenship or lawful permanent residency is required per contract.
  • Active Public Trust or ability to obtain



    Preferred Qualifications:



    • General knowledge and experience with acquisition awards such Cooperative Agreements and Other Transactions and knowledge of acquisition documentation requirements (RFI, SN, BAA, J&A) with experience working with each are preferred.
    • Experience in an R&D environment is highly preferred.
    • Experience supporting federal or commercial health agency/organization is a plus.
    • Knowledge of the biomedical research landscape a plus.

Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility. The range of starting pay for this role is $85,000.
