Job Summary

The Chair of the Division of Surgical Pathology (Division Chair), under the administrative direction of the Chair of the Department of Pathology, assumes service, administrative, professional, scientific, consultative, and educational responsibilities for the Division of Surgical Pathology with the goal to provide the best care possible for patient of Cook County Health (CCH). The Division Chair shall establish, implement, monitor, and document a quality control program which at the minimum meets the requirements of this subpart.

General Administrative Responsibilities

Collective Bargaining

* Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals

* Participate in collective bargaining negotiations, caucus discussions and working meetings

Discipline

* Document, recommend and effectuate discipline at all levels

* Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements

* Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements

Supervision

* Direct and effectuate CCH management policies and practices

* Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements

Management

* Contribute to the management of CCH staff and CCH' systemic development and success

* Discuss and develop CCH system policies and procedures

* Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements

* Work with Labor Relations to discern past practice when necessary

Typical Duties

* Follows the administrative guidance of the Chair of the Department of Pathology in setting the expectations of excellence in the Surgical Pathology Laboratory.

* Responsible for the service of the Division of Surgical Pathology, including timely performance of high quality cost-effective and clinically relevant testing and effective communication of the test results.

* Maintains an active clinical load of at least 70%.

* Establishes, implements, monitors, and documents a quality control program which at the minimum meets the requirements of this division.

* Establishes new policies for the division. Reviews, changes, or retires existing policies for the division.

* Directs, supervises, or performs all QI/QA activities in the division, including implementation and maintenance of standards of CMS, IDPH, TJC and CAP and other accrediting organizations.

* Collaborates with administrative personnel in the determination of the personnel needs and the hiring of qualified individuals able to meet the needs of the laboratory and fulfill the strategic plan.

* Determines laboratory procedures and selection of instruments and methods.

* Represents the division for all the inspections, and all other issues related to the division in the hospital and CCH.

* Directs and supervises all patient care related activities of the division.

* Reviews and recommends the contents of the budget.

* Supervises, performs, and teaches the gross examination, dissection, sampling for microscopic examination.

* Performs the microscopic examination and edits the gross and microscopic findings on all assigned cases.

* Supervises, teaches the resident(s)/fellow(s) and other assigned health professionals and students and/or performs frozen sections alone.

* Performs timely interpretations and reporting of all assigned intraoperative consultations (including frozen sections).

* Responsible for issuing a timely final surgical pathology diagnosis.

* Covers scheduled shift rotations, nights, weekends, and holidays, as assigned.

* Participates in scholarly activities and/clinical research with other Pathology faculty members, residents, fellows, and clinicians.

* When performing duties in the Divisions of Autopsy Pathology and Surgical Pathology the Division Chair must follow the administrative directions of the Department Chair.


Minimum Qualifications

* Doctor of Medicine (M.D.) or Doctor of Osteopathy Medicine (D.O.) or foreign equivalent from an accredited college or university

* Licensed as a physician in the State of Illinois prior to starting employment

* Residency training in Anatomic Pathology OR Anatomic and Clinical Pathology with subspecialty area of Surgical Pathology

* Board Certified in Anatomic Pathology OR Board Certified in Anatomic and Clinical Pathology

Minimum Qualifications continued

* Five (5) or more years of experience as a staff pathologist in anatomic pathology OR surgical pathology in an academic hospital or in a large community hospital

* Two (2) years of work experience in administering clinical, educational, quality assurance or research programs related to specialty

Preferred Qualifications

* One (1) or more years of experience providing medical care to underserved populations

* One (1) or more years of experience with electronic medical record documentation

* One (1) or more years of professional experience in an academic health care environment

* Experience as a Surgical Pathology Consultant to Junior Pathologists

Knowledge, Skills, Abilities and Other Characteristics

* Thorough knowledge of management principles and practices

* Strong knowledge of quality assurance principles and guidelines

* Thorough knowledge and understanding of the Health Insurance Portability and Accountability Act (HIPAA) to ensure the protection of the confidentiality and security of healthcare information for all patients

* Working knowledge of Microsoft Office including Word and Excel

* Knowledge of research grant programs

* Excellent written and oral communication skills necessary to communicate with a diverse student and patient population, educational administrators, and all levels of personnel

* Demonstrate analytical and organizational, problem-solving, critical thinking, and conflict management/resolution skills

* Demonstrate attention to detail, accuracy, and precision in decision making

* Demonstrate the ability to prepare annual reports, conduct budgetary planning and management of personnel

* Ability to assign, prioritize, review, and evaluate the work of a variety of employees, including internal employees, vendors, consultants, and combinations thereof.

* Ability to adhere to department policies and standards utilizing best practices

* Ability to train by presenting concepts and demonstrating tasks

* Ability to teach pathology residents, fellows, and PA students

* Ability to participate in scholarly activities and/or clinical research with other Pathology faculty members, residents, fellows, and clinicians

Physical and Environmental Demands

This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
