Sellers & Associates, LLC (S&A) is seeking aProgram Analystto work on our client's site inPearl City, HI.

The Program Analyst is responsible for assessing and overseeing the development of program or project activities, classifying enhancements, and performing thorough research and analysis. This role involves participating in the development and implementation of goals and objectives, interpreting and applying policies and procedures, and preparing detailed studies as required. The ideal candidate will have significant experience in U.S. Navy programs or operations and possess strong analytical and management skills.

Responsibilities:

• Assess the development of program or project activities, ensuring alignment with organizational goals.
• Classify program, project, or system enhancements based on research and analysis.
• Perform in-depth research and analysis to support the development of program or project activities.
• Participate in the development and implementation of goals and objectives for programs and projects.
• Interpret and apply policies and procedures to ensure compliance and effectiveness.
• Conduct studies and prepare reports to support program and project decisions.
• Collaborate with cross-functional teams to ensure successful program and project execution.
• Provide recommendations based on research and analysis to enhance program or project performance.
• Monitor program or project progress and report findings to senior management.

Job Requirements

Basic Qualifications:

• Active Secret Clearance
• Bachelor's or Advanced Degree in Business, a Technical Field, or a related discipline.
• Minimum of 10 years of experience in engineering/science management, operations research analysis, financial/cost analysis, or a related field.
• Proven experience in program or project analysis, with significant involvement in U.S. Navy programs or operations.
• Strong analytical and problem-solving skills, including proficiency in research methodologies and data analysis tools.
• Excellent communication and presentation skills, with the ability to interpret and convey complex policies and procedures effectively.
• Strong organizational skills and attention to detail.

Preferred Qualifications:

• Advanced degree in a related field.
• Professional certifications in program or project management.
• Experience with process improvement methodologies (e.g., Lean Six Sigma).
• Familiarity with Navy-specific policies, procedures, and operational standards.
• Experience with advanced data analysis software and tools.
