Rutgers University- Newark (RU-N), an urban public research university and anchor institution, located in Newark, New Jersey, a city of promise is seeking a Business Specialist SPVR, Dean of Students. Reporting to the Director of the Student Affairs Business Office, this position is responsible for the daily business functions of all Dean of Students departments including Student Life, New Student and Family Programs. Veteran Affairs, Intercultural Resource Center, Residence Life, International Student & Scholar Services, Community Standards, CARE Team, and Communications and will oversee the administration of budgets across all departments.

This position is responsible for and not limited to the following:

  • Oversees the administration of state-budgeted, designated & some auxiliary accounts for the Paul Robeson Campus Center
  • Keeps records on expenditures and regularly reviews university reports to ensure that accounts are fiscally healthy and not overspent
  • Works with the Director, Assistant Vice Chancellor/Dean of Students (AVC/DOS), and department directors to develop annual budgets for units
  • Prepares, analyzes and reviews monthly financial reports using the university's systems, applications, and procedures
  • Evaluates budget goals for DOS collaboratively with the Director and the AVC/DOS
  • Serves as backup to all business functions within the Division of Student Affairs in the absence of the Director and completes all tasks as assigned by the Director and AVC/DOS
  • Manages and directs the procurement process for all assigned departmental areas with a solid understanding of the Purchasing and University procurement system
  • Evaluates contractual requirements to determine the need for quotes, sole source/bid waivers for services & supplies as needed
  • Has signature authority on purchase requisitions and other pertinent documents indicating approval of expenses and availability of funds
  • Serves as the HR liaison for the department and will manage and assists with all staff HR needs and will be responsible for the payroll and on-boarding of new employees into the HCM/ PeopleSoft applications
  • Responsible for final review of payroll for all hourly employees to ensure the payroll is accurate and there are no data entry errors
  • Works with the department administrators in all assigned departments to aid in their area on payroll and hiring issues.

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2024. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System. Qualifications


Minimum Education and Experience

  • Requires a bachelor's degree in accounting, finance, business administration, or related field, or an equivalent combination of education and/or experience that demonstrates knowledge and understanding of generally accepted accounting principles and practices (GAAP), and a thorough understanding and application of concepts, theories, principles, practices, terminology, and applied bases of accounting
  • Also requires a minimum of two or more years of relevant financial/accounting function experience


Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Must have excellent communication, interpersonal and organizational skills, and the ability to work effectively with all levels of personnel
  • Must have working knowledge of Excel, accounting, and database software. Must be able to manage multiple tasks simultaneously
  • General office management/clerical skills, bookkeeping and payroll
  • Advanced Excel and database skills required

Preferred Qualifications

  • Knowledge of Rutgers University Data warehouse systems
  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management, and financial reports
  • Demonstrated knowledge of generally accepted accounting, fiscal, and reporting principles
  • Ability to take initiative and independently, plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved
  • Ability to analyze data, information, and objectives; identify patterns, concerns, issues, problems, needs, tendencies and relationships; formulate logical and objective conclusions; recognize alternatives and their implications; and make sound decisions or recommendations
  • Ability to anticipate problems and to address them proactively
