Plans, develops and administers health information technologies for Mercyhealth Inpatient Specialty Services consistent with facility policies and procedures and standards of accrediting and regulatory agencies by performing the following duties personally or through subordinates. Plans and supervises activities within the department. Assigns work and coordinates activities to maintain efficient work flow. Monitors quantity and quality of work performed. Trains, supervises and evaluates employees. Works closely with physicians for scheduling, licensing/credentialing, onboarding, CME, Mandatory education, timekeeping and meetings. Other duties as assigned.


Responsibilities

  • Utilizes excellent analytical and interpretive skill to supervise and execute the daily operation of the Billing/Payroll/Medical records departments; planning and assignment of activities within the department to maintain efficient work flow.
  • Monitor the quality of work performed; providing performance feedback and training.
  • Interview, train, supervise and evaluate performance of employees.
  • Responsible for maintaining budgeted staffing levels.
  • Responsible for reviewing and analyzing new government billing regulations/guidelines, new managed care contracts, and industry publications to advise director, partners, and other department leads of potential issues that could impact billing, reimbursement and compliance.
  • Develop, educate on, and facilitate process and procedures for documenting, storing, retrieving and other processing of legal documents in accordance with federal, state and local statutes.
  • Produce and maintain reports required to review for financial stability.
  • Supervises release of information requests for Mercyhealth Emergency Department records.
  • Participates in development, design, modification and processing of computer software for electronic health information systems. Keeps department management team aware of upcoming changes and educational material for the anticipated software changes.
  • Analyze client data for reimbursement, facility planning, quality of care, risk management and utilization review.
  • Coordinates with various third party payers to maintain and enhance appropriate claims processing procedures and ensures managed care contract terms are operationalized in the process.
  • Using effective and professional communication both oral and written to coordinate clinical staff to ensure accurate and proper planning for clients based on their payer and authorization limits from those payers.
  • Ensures compliance to policies and guidelines regarding the handling of cash and checks, and the posting of payments and adjustments according to Finance.
  • Perform with competence using database software; EPIC; Kronos Payroll systems; Spreadsheet software and word processing software, E-Solutions and other pertinent billing software. Displaying competence in mathematical skills possessing the ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Strong problem-solving abilities in complex situations. Ability to work within the budget and productivity targets to meet organizational objectives. Assures there are organized plans in place for selection of staff, evaluation of staff, orientation of new staff, continued education and development of staff, competency evaluation of staff, appropriate scheduling of staff based on patient acuity. A visible nursing leader with outstanding relationship building skills. A demonstrated record of success in identifying, recruiting and retaining strong clinicians. Must possess strong physician relationship skills.
  • Supports process improvement in operations, quality, and organizational change identified for their areas. Knowledge of accreditation and certification requirements and standards for their areas of responsibility. Able to communicate effectively and persuasively with individuals and groups through compassion, creativity, and consistent visibility. Participates in hospital and department committees.

  • Demonstrates decisiveness and an ability to gain consensus where appropriate.
  • Works with provider recruitment and leadership to obtain locum emergency department provider coverage.
  • Tracks, monitors and maintains financial documents for provider call, CME and licensure.

Level of Supervision

Some independent judgment is required, but alternatives are limited by standard practices and procedures.


Education and Experience

High school diploma or equivalent is required. Minimum two years of experience in Medical Records / Health Care Administration field and experience with accounting or medical billing is required. Experience/education in Emergency Medicine related field preferred.

The employee is occasionally required to lift and move 25 pounds. The employee may be required to stand, stoop, kneel or crawl. The employee is required to hear, and specific vision requirements include close and peripheral vision as well as the ability to adjust focus.
