Description

The Proposal\Program Manager (PM) will provide overall Task Management, Planning, Execution, Business Development and Proposal Development oversight. The candidate will have strong technical experience (FAA Preferred) to oversee and provide guidance to technical team members. The PM is responsible and accountable for the control, coordination and achievements performed under the contract. The ideal candidate has direct experience with systems engineering and/or network engineering, system design, and maintenance of operational environments. Experience working with Government contracts is required.



Position Requirements

  • ??????Experience developing Project Management Plans, Monthly Status Reports, Quality Control Plans, Communications Plans, Monthly Financial Reports, and Task Order Transition activities for IT and Infrastructure Engineering projects
  • Experience providing Program Management Reviews and briefings/presentations to high-level Government customers, preferably at the Federal Aviation Administration
  • The candidate must have experience managing and writing government proposals and is expected to work with a team to write engaging and persuasive proposals. Applicant must have excellent organizational skills, work well under deadlines, and be able to communicate effectively in writing.
  • Applicant must have experience with the entire proposal process, including schedule development and management, understanding competition strengths and weaknesses, creating compliance matrices, conducting document reviews and finalizing all documents for government submission.
  • Applicant must have experience evaluating government proposal requests to determine percentage win (PWIN) probabilities to make bid/no bid decisions.
  • Experience promoting a company's products or services to prospective clients, participate in collaborative business meetings, interact with current or potential clients and respond to important inquiries regarding business development opportunities.
  • Manage new business pipeline to track potential bid opportunities while monitoring IDIQ contracts to identify potential task orders to bid.
  • Government Task Order management, preferably with the Federal Aviation Administration, including data management, system lifecycle documentation, project tracking, effort and schedule estimates, customer outreach activities, management of development and operations-related SOPs and maintenance plans


Other Required Skills & Abilities:



  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook
  • Must be able to effectively communicate with Government customers
  • Provide expertise and assistance with proposal efforts
  • Provide guidance to team members and facilitate cross-group coordination and collaboration

Education
Candidate must have at least 18 years of experience and a Bachelor's degree in CS, Engineering, Math or Science with a PMP certification or a Master's Degree with 15 years of experience in program management/business development. A current PMP is preferred.
