Description:

Markon is seeking Resource Analysts to support our Intelligence Customer.

Responsibilities



  • Build and defend budget resource allocation requests
  • Participate in the planning, formulation, and execution of the Office budget (i.e., IPOM, IPBS, CBJB)
  • Prepare reviews and briefing materials
  • Respond to ad hoc requests for programmatic and resource information.
  • Analyze data and reconcile competing demands for resources to make recommendations to leadership for decision about resource allocations.
  • Lead, prepare and coordinate budget FYDP formulation and justification submissions.
  • Lead, guide, and coordinate budget execution and risk analysis to inform decision and prioritization of planned and current requirements with given funding levels.
  • Respond to a range of inquiries on resource issues.
  • Prepare analyses of programmatic data and strategic initiatives to inform management decision on budget execution, formulations and resource tradeoffs.
  • Guide and assist program managers, COTR, GTMs, and Sponsor leadership team in the development of tactical and strategic program plans and annual spend plans.
  • Serve as a backup budget officer in the execution of office budget.
  • Provide technical advice and guidance to senior managers on budget planning, strategic program analysis, increased data integrity through program integration and reengineering, and cost estimating.
  • Perform a full range of preparatory financial activities to ensure proper and accurate execution of the budget;
  • Monitor award allocations, Sponsor Office obligations, and miscellaneous obligations. Reviews and certifies funding, verifying the accuracy of program/accounting codes and classes and spending rates.
  • Assist in the development and submission of the budget formulation process including resource displays.
  • Analyze financial information to identify and resolve routine to moderately complex problems, discrepancies, and errors in financial data and/or finance systems and ensure that data integrity is maintained.
  • Analyze financial information to include but not limited to bank accounts, billing statements, financial statements, trend reports, Service Level Agreements (SLA), and various Sponsor Financial Systems and documents to identify and resolve discrepancies and to ensure data integrity is maintained
  • Collaborate with Sponsor Front Office to find solutions to complex issues.
  • Analyze and reconcile multiple General Ledger accounts to ensure information is up-to-date and accurate and resolves discrepancies found
  • Refer more complex issues to senior technical experts with recommendations for corrective action.
  • Monitor finance systems to ensure accurate entries are made by users;
  • Identify errors and discrepancies and recommend corrective actions to users and as needed, unilaterally takes corrective action.
  • Perform financial monitoring activities, responsible to ensure the proper and accurate execution of the budget
  • Utilize automated financial tools, analyzes, monitors, and adjusts obligations, expenses, and commitments to ensure expenditures are valid and within budgetary allotments
  • Perform reprogramming of funds as needed.
  • Assist in the compilation, analysis, and maintenance of tailored budget execution analysis reports for senior management.
  • Assist in the recording of operating guidance, which incorporates all Congressional marks and management decisions in accordance with CFO guidelines.

Job Requirements

Requirements:



  • Basic knowledge of Generally Accepted Accounting Principles (GAAP), Federal Accounting Standards Advisory Board (FASAB) and Financial Accounting Standards Board (FASB).
  • Intermediate knowledge of appropriate Federal law and Sponsor regulations, procedures, policies, concepts, methods and standards impacting financial activities.
  • Intermediate knowledge of business resource planning practices, spend plan management and Sponsor budgeting practices and procedures.
  • Ability to be proficient in customer automated systems and learn the dependencies and the relationships and dependencies of the data within these systems; Microsoft Office Suite tools skills; specifically PowerPoint and Excel including efficiently creating and analyzing pivot tables
