Functions as the Chief Administrative Officer and Chief Fiscal Officer for the department. Responsible for supporting the financial, administrative, and operational management of the departments, both locally and at outside locations, on applicable policies, rules, and procedures established by UHA, WVU, WVUF, WVU Research Corp, WVU Hospitals. Works directly with the department chairs to prepare department vision, including recruitment and staffing needs, outreach opportunities, and resource management. Advises and facilitates the mission of the Dept Chair and facilitates the mission of WVU Medicine and the WVU School of Medicine.
MINIMUM QUALIFICATIONS: EDUCATION, CERTIFICATION, AND/OR LICENSURE and EXPERIENCE: 1. Master's degree in Business, Healthcare Administration, or related field AND Three (3) years of management or progressive administrative experience OR, 2. Bachelor's degree in Business, Healthcare Administration, or related field AND Five (5) years of management or progressive administrative experience. PREFERRED QUALIFICATIONS: EDUCATION, CERTIFICATION, AND/OR LICENSURE: 1. Advanced degree in healthcare related field or Master's in Healthcare Administration EXPERIENCE: 1. Experience in a healthcare setting and academic environment 2. Experience in a large multi-specialty or single-specialty physician group practice, a vertically integrated health system, or multi-site physician practice preferred CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. Serves as an advisor and the primary representative of the Chair in establishing priorities and developing goals, makes decisions in the absence of the chair, corrects deficiencies, assure staff and patient safety, and completion of mission requirements. 2.Responsible for overall operations and management of department clinic(s), both on the HSC Campus and any satellite operations as applicable to include all staff and provider productivity, room utilization, patient safety and capital/equipment maintenance and budgeting. 3.Oversees the Clinical functions as it relates to Faculty, Staff and patients. Responsible for internal Call Center or department's use of the centralized Call Center in support of clinic operations.Responsible for the successful operation for the both the clinic settings and main office and ensure compliance with the required governing bodies. 4.Responsible for personnel management of staff in coordination with human resources, including interviewing and hiring, performance evaluations and goals, coaching and counseling employees, problem resolution, Promotion and Tenure process, and possible termination of employment. 5. Oversee and manage any employment of Faculty, Residents or ancillary staff that requires authorization to work by obtaining appropriate Visa. Coordinates processes with WVU Office of International Students and Scholars to ensure compliance with U.S. Immigration and Customs Enforcement/Department of Homeland Security policies and procedures. 6.Assists Faculty Search Committee. Acts as departmental EEOC/Affirmative Action Officer, ensuring compliance with federal regulations regarding recruitment and hiring. 7.Oversees or administers the Leave System/Benefits for all Faculty. 8.Manages all aspects of the School of Medicine Faculty Compensation Plan for all Faculty affiliated with the Department to include staff payroll, monitors grants related to funding, incentive plans, productivity and education. 9.Responds to requests; explores and resolves problems as presented by departmental faculty related to Faculty Compensation, Faculty Appointment Letters, UHA Professional Services Agreements, and Faculty Benefits. 10. Directs the departmental staff in support of initial and ongoing credentialing and re-appointment with the WVUH Medical Staff Affairs office, and any satellite hospitals as needed to ensure licensing, DEA certification, credentialing and participation in UHA payer contracts are in process. 11. Directs all departmental computer/ tech concerns and coordinates with IT as needed. Acts as a liaison between the department and the HSC including oversight of EPIC implementation, IT training and compliance for all providers and staff, determine hardware and software needs of the department and assures those needs are met within the appropriate guidelines and designated budget. 12.Facilitates internal and external communications for the department. 13. Evaluates and oversees the financial performance of the department regarding cost-effectiveness, efficiency, including viability of satellite clinics and any other special projects. Prepares detailed annual budget and monthly reports, evaluates impact, and monitors budgetary compliance and progress for all departmental activities.Presentation of departmental budget to various leaders 14. Monitors billing and reimbursement activity, analyzing the data pertaining, but not limited to billing practices, billing and diagnostic codes and payor mix, documentation review to assure optimal revenue is being obtained from services rendered and in accordance with regulatory guidelines, responsible to communicate with staff and faculty pertinent information. 15.Acts as department liaison and represents the department's needs in various group meetings. Involved with departmental community outreach effort on behalf of satellite clinics. 16.Ensures collaboration and coordination with Surgical and Operating Rooms including oversight of block utilization, making sure capital and supplies are available, and other areas to ensure preparedness.
