Hill International is seeking a Program Manager-Light Rail in Phoenix, Arizona The Program Manager is responsible for leading, managing, and coordinating light rail projects under client requirements. Typical duties include: establishing scope, budget and schedule for capital projects; leads communication across various divisions and stakeholders to include city, state and the public this position is responsible for matrixed staff and sub-consultants reporting directly to client. The role requires the individual to be full time on site in Phoenix, AZ
- Responsible for leading, coordinating all aspects of complex major capital projects (primarily transportation and rail projects) during construction with owner
- Overall responsibility for managing established scope and budget for capital projects assuring these assigned project managers and guided and mentored throughout the project
- Ensures communication between members of a multi-disciplinary project management teams both client and project staff
- Responsible for development and maintaining of Program Management Plan
- Oversees consultants and contractors involved in capital projects and facilitates strong communication and coordination between these entities
- Communicates and coordinates project status with staff from affected federal, state, regional and local agencies
- Regularly communicates project status, milestones, and issues with leadership
- Develops and oversees regular preparation of project status reports, including monthly reports for leadership and member agencies and quarterly reporting to the Federal Transit Administration and Valley Metro's Board of Directors
- Ensures project compliance with all federal, state, and local laws, regulations, codes and standards
- First level lead for all consultant and sub-consultant team
- Responsible for development of staffing plans related to contract
- Responsible for budgeting activities and review and approval of all client invoicing
- Bachelor of Science in Construction Management, Project Management, Engineering or Architecture and fifteen years increasingly responsible experience in light rail project/construction management in a supervisory role
- Management principles and practices; construction regulations and standards; civil engineering, architectural design and systems design and construction; project budgets, estimating and related documents; principles of contractual compliance and administration
- Laws, codes, regulations, and legal requirements related to public transportation.
- Organizing heavy and complex workloads, establish and adjust priorities, and accomplish objectives within established scopes, budgets, and schedules
- Strong, effective communications and interpersonal skills and the ability to establish and maintain effective working relationships with executive managers, city staff representation, and transit constituencies.
- Using computers and related software applications; intermediate to advanced computer skills (Word, Outlook, Excel, and PowerPoint) are required
- Interpreting and applying local, state, and federal policies, procedures, laws, and regulations
- Must possess technical and procedural writing skills as well as excellent verbal and presentation skills
- Coordinating the knowledge and efforts of agency staff, consultants, and contractors
- Interacting and communicating with client, direct staff, and numerous sub-consultant team to exchange or convey information
- A Project Management Professional (PMP), Design-Build Institute of America (DBIA) or Certified Construction Manager (CCM) credential is desirable
- Experience with alternative project delivery methods such as Design-Build (DB), Progressive Design-Build or Construction Manager At-Risk (CMAR) is desirable
