Hill International is seeking a Sr Contract Support Specialist for his actual project in Orlando, Florida
- Performs advanced engineering work by receiving contract documents, supplemental agreements, and unilateral payment packages and checks for accuracy and completeness.
- Performs advanced contract administration documentation by tracking and reviewing monthly engineering records (Weather Letters, Contractor's Past Performance Rating, etc.)
- Inputs the particulars of each document into the appropriate databases.
- Coordinates draft supplemental agreement language with the Legal Department and the District Construction Engineer as required by the Construction Project Administration Manual (CPAM) and Florida Statutes.
- Reviews supplemental agreement and work order packages for completeness and accuracy.
- Tracks supplemental agreements through execution.
- Receives pay quantities in electronic format from Project Administrators, processes and tracks estimates through Electronic Estimate Disbursement, Financial Services Office and the Comptroller's Office of Disbursement.
- Runs the monthly estimate report.
- Reviews the final engineering packages by setting up Initial files for in-house projects.
- Performs 60 and 90 day reviews on Final Estimates for in-house projects less than or equal to 120 days.
- Performs 20%, 50%, and 80% reviews on Final Estimates for in-house projects greater than 120 days.
- Performs "Front Check" on in house Final Estimates packages and assists Project Managers and Project Administrators with the preparation of Final Estimate packages.
- Checks the Material Acceptance Certification System (MAC) for samples not included in comparison packages.
- Perform 60% and 90% reviews on Material Certifications for in-house projects and assist Project Managers and Project Administrators in certifying their projects.
- Drives to project sites to perform Resident Level Quality Assessment (QA) Reviews assigned by the Resident Engineer and maintains accurate records of the QA reviews that have been completed and monitors progress of proposed QA Log.
- Prints Monthly Status Reports for Resident Engineer's perusal.
- Distributes contract documents to project personnel and maintains accurate and organized records of documents in the filing room for future use.
- Sends out reminders to Engineers about important submittal deadlines for reports and documents required by the Residency.
Qualifications
- This position requires certification in Final Estimates Level I and Final Estimates Level II through the Construction Training Qualification Program (CTQP).
- High school graduate or equivalent and ten (10 ) years of FDOT road & bridge construction engineering inspection experience having performed/assisted in project related duties (i.e., progress and final estimates, EEO compliance, processing construction contract changes, etc.).
- Knowledgeable of and skilled at writing and speaking the English language on a comprehensible level to communicate effectively to the general public, work contacts and co-workers.
- Knowledge of the concepts, terminology, principles and analytical techniques of contract documents, supplemental agreements, work orders, pay quantities, and department specifications.
- Knowledge of engineering design, construction, production and/or operations.
- Skilled in using engineering tools, equipment and/or instruments.
- Ability to analyze and interpret engineering data.
- Knowledgeable of and skilled at reviewing monthly estimates, interpreting final estimates procedures and engineering specifications and preparing final estimates documentation.
- Ability to perform quality assessment reviews.
- Knowledgeable of and skilled at mathematics and calculation practices to include calculations of areas volumes and quantities.
CTQP Final Estimates Level I CTQP Final Estimates Level II Accounting background preferred. Ability to read and interpret construction plans and specifications and be familiar with FDOT's policies and procedures.
