SUMMARY OF JOB
Performs leadership and management responsibilities for the budgeting, planning,
organizing, and execution of all functions for the Information Technology department
in support of Authority departments. Manages third party IT support vendor
relationships. Prepares short/long-term plans. Responsibilities include the security of
the Authority's software applications, hardware, and networks, managing all technical
and application support ensuring infrastructure and application availability, business
continuity and disaster recovery, network development and maintenance, and
records management. Audits and reviews systems and practices to ensure
compliance with procedures, regulations, and standards. Performs business process
analysis to determine software requirements, documents business needs, evaluates
software and hardware products for possible purchase and determines whether
custom development is required/more feasible. Responsible for staff development,
project management, process engineering/re-engineering, change management, and
support of software development. Other duties as assigned. Bachelor's degree in
Information Technology/Computer Science with course work in
accounting/business/management plus five (5) or more years of related experience
or comparable experience

ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following. Other duties may be assigned or scheduled.

* Performs measurable cost effective results for the substance, efficiency,
productivity and quality of activities performed by the division.

* Plans, directs and coordinates all activities, services and operations of the
Information Technology division including but not limited to formulating strategic
long-range plans, preparing and managing a comprehensive budget and providing
technical consultation to the Authority departments.

* Serves as Chairperson for the IT Steering Committee, working with other divisions
to develop the IT Project roadmap.

* Continued evaluation of the security of the IT infrastructure to ensure the safety
and reliability of the Authority data and records entrusted to the IT personnel.
Responsible for end-user cyber security training and Cyber Security Incident

Response planning and documentation. Stays abreast of Water/Wastewater
Cyber Security issues by attending Webinars and participating in
Water/Wastewater regional Cyber Security committees.

* Prepares monthly reports on division statistics, KPI and projects and prepares
divisional information as needed for Board reporting.

* Prepares short-range plans and ensures project plans are executed for the division
including financial analysis and project review.

* Approves and assists in the formulation and administration of departmental
policies, plans and programs including disaster recovery policy and standards as
well as best practices to ensure the integrity of all data and systems.

* Takes active role or assures subordinate managers take active role in developing
employees by establishing individual employee goals and objectives to ensure the
professional development of IT staff. Assures appropriate resources are available
to obtain established goals and objectives.

* Assures department orientation and in-service training programs are available to
all employees.

* Approves appointments and promotions within division ensuring appointment/
movement is a vacancy within current structure. Works with Human Resources
when the need arises to reclassify positions.

* Works with subordinate managers and Human Resources in regards to dismissal
of employees.

* Assures employee evaluations are complete and accurate and meets all
requirements as set forth by COO of Customer Operations.

* Prepares division budget, executes authorized budget and monitors budget
throughout the year. Manages IT related expenses and invoice processing

* Confers with and advises COO of Customer Operations on problems encountered
in divisional operations.

* Represents Authority and division in meetings with the general public, public and
private agencies, contractors and other governmental agencies.

* Answers questions from various public and private agencies and the general public
relative to Authority and division projects and operations.

* Oversees accurate record keeping.

* Liaises with the other directors to direct interaction with Authority departments.

* Re-engineers processes as it becomes necessary.

* Manages IT projects including package implementation, custom development, and
interface/integration projects from defining the requirements through
implementation.

* Prepares and executes IT project plans.

* Audits and reviews systems and practices to ensure compliance with procedures,
regulations and standards.

* Keeps abreast of new research, products and services in technology that will
benefit the Authority.

* Performs business process analysis to determine software requirements,
documents business needs, evaluates software and hardware products for
possible purchase and determines whether custom development is required or
more feasible.

* Maintains strong working relationship with Vendor representatives.

* Determines the resources needed to plan and implement IT projects and provides
technical guidance and assistance to project team.

* Leads procurement for IT related purchases including development and
management of RFP process.

* Other Duties as assigned.

* Subject to twenty-four (24) hour call.

SUPERVISORY RESPONSIBILITIES
Manages employees in the Information Technology division in accordance with the
organization's policies and applicable laws. Responsibilities include interviewing,
hiring, and training employees; planning, assigning, and directing work; appraising
performance; rewarding and disciplining employees; addressing complaints and
resolving problems.

* Ability to define problems, collect data, establish facts and draw valid conclusions.

* Ability to read, analyze and interpret common scientific and/or technical journals,
financial reports and legal documents.

* Ability to write reports, correspondences and procedure manuals in a clear concise
manner.

* Ability to communicate technical concepts to technical and non-technical
audiences.

* Must possess and maintain a good work ethic concerning attendance, punctuality,
positive attitude, meeting deadlines, being a team player and encouraging
teamwork among employees.

* Must be knowledgeable on cyber security threats and vulnerabilities in order to
implement, manage, and enforce both physical security and digital security
policies and practices.

EDUCATION and/or EXPERIENCE
Bachelor's degree from an accredited college or university in Information Technology
or Computer Science supplemented by course work in accounting, business,
management or other related field plus five (5) or more years of related experience
or equivalent combination of education and experience.

CERTIFICATE, LICENSE, REGISTRATION REQUIREMENTS
* Must possess a valid Virginia driver's license or have the ability to obtain one
within 60 days of employment date. No more than six (6) demerit points on driving
record if required to drive Water Authority vehicles.

* Employee must regularly lift, carry and/or move up to 10 pounds and occasionally
20 pounds. Assistance is required on weight amounts above those listed. Failure
to do so could result in injury and denied Worker's Compensation benefits.
