SUMMARY: This position is a full time Exempt (salary) position, supporting the ARNG Mission Command Training Support Program (MCTSP), Mission Training Complexes (MTCs) and other DOD locations. The Higher Command Support Team Cyber-Electronic Warfare (CEW) will teach, coach, and train ARNG Division and Brigade Commanders and Staff counterparts in coordinating and synchronizing Cyberspace Electromagnetic Spectrum Operations effects into planning, training, readiness within Joint Multi-Domain Operations (MDO) and Decisive Action Training Environment (DATE) context. May support work originating from any/all the MTC locations. RESPONSIBILITIES AND DUTIES:
- Replicate the CEW as part of the Movement and Maneuver Warfighting Function (WFF) and serve as the Higher Command (HICOM) CEW staff principle.
- Teach/Train/Coach the CEW to plans, coordinates, and assesses EW and Cyber offensive, defensive, and support requirements. Plans and coordinates EW and Cyberspace operations across functional and integrating cells.
- Teach/Train/Coach the CEW to participates in other cells and working groups to ensure EW and Cyber integration. Provide subject matter expertise on existing EW and Cyberspace ROE. Teach/Train/Coach the CEW to serves as the EW jamming control authority.
- Teach/Train/Coach the CEW to prepare, submit, and supervises the issuing and implementation of FRAGORDs for EW and Cyber operations. Coordinates EA and Cyber requirements with joint force components, and how to supervises the development of subordinate brigade Cyber personnel and training.
- Participate and enable a tactical battle-rhythm consisting of key HICOM Meetings, Boards, and Working Groups that drive training unit Mission Command C2 processes. HICOM battle rhythm events will include Battlefield Update Briefings; Commander's Update Briefings; Targeting Meetings; ISR Synchronization Meetings; Sustainment Boards, Protection Boards, OPS Sync, etc.
- Assist in the delivery of daily Air Tasking Orders (ATO); Operational Summaries (OPSUMS), Operations Plans and Orders (OPLANS and OPORDS); Warning and Fragmentary Orders (WARNORDS and FRAGORDS).
- Prepare and issue all Joint Exercise Lifecyle (JELC) Products in analog format, and digitally via the appropriate Command and Control Information Systems (C2IS) (CPCE, CPOF, DCGS-A, AFATDS, TAIS, AMDWS, JCR, etc.).
- Coordinate, train, and manage HICOM augmenter's that are provided by the training unit's State JFHQ or a sister unit within the State.
- Prepare, submit input, and participate in informal and formal exercise After Action Reviews.
- Integrate CEW the overarching "road-to-war" scenario to include higher headquarters TACSOPS, PSOPS, and KM SOPS; WARNORDS, OPORDS, and FRAGORDS in accordance with established timelines.
- Assist in the development of a Master Scenario Events List (MSEL) for non-simulation supported training objectives requiring manual injects to stimulate.
- Support pre-exercise staff exercises (STAFFEX) in training Commanders and Staff in Operational Design, the Operations Process, Joint Multi-Domain Operations, the Military Decision Making Process, Command Post Operations, Role-Duties-Functions of Command Post Personnel, and other such topics to meet Commander's training objectives. Prepare units to effectively conduct Mission Command, and command and control processes.
- Prepare all JELC related products to ensure robust replication and immersion of the training audience within a Multi-Domain Operational Environment and resulting in an exercise that sets the context for doctrinally precise, realistic, demanding, and high-tempo Unified Land Operations.
QUALIFICATIONS:
- Must have a background of at least twenty (20) years of experience in the Army (active Army, Army Reserve or Army National Guard) and a minimum of two (2) years of experience with exercise planning using the JELC process.
- Must have senior Army leadership experience with positions in training management backgrounds and Combat Training Center experience.
- Must have successfully served as a Division CEW (2 Years min) or Corps/JTF CEW (2 Years min).
- Desired; have successfully commanded at the Battalion (Brigade level command preferred) within their respective branch.
- Experienced in large-scale live and constructive exercises, a doctrinal expert within the respective DIV CEW, or Corps /JTF CEW, and familiar with Army Command and Control Information Systems.
EDUCATION REQUIREMENTS: MS or MA degree, subject immaterial. Graduate of a military Senior Service College, preferred. ADDITIONAL REQUIREMENTS: Must be able to obtain and maintain a security clearance and meet other eligibility requirements for access to classified information.
