Emergency Preparedness and Response Specialist - Disaster Recovery and Business Continuity

Carnegie Mellon University's Disaster Recovery and Business Continuity Services division is searching for an Emergency Preparedness and Response Specialist to join their team! This is an exciting opportunity for someone who thrives in an exciting and challenging work environment.

Reporting to the Sr. Director of Disaster Recovery and Business Continuity, you will be responsible for the overall development, documentation, implementation, coordination, and facilitation of emergency management, training, preparedness, and response activities. You will have the opportunity to interact and collaborate with campus partners and develop and maintain relationships with outside agencies regarding emergency preparedness and response efforts.

Core responsibilities include:

  • Preparing for and responding to university-wide events and emergencies, including serving on the University Emergency Preparedness and Response Team, facilitating and coordinating communication and response efforts.
  • Developing, maintaining, and improving emergency response plans which includes planning, documenting, coordinating updates and improvements to the Emergency Preparedness and Response Plan(s) and supporting job aids in compliance with regulatory requirements and best practices in addition to assessing plans and any subsequent exercises to identify gaps and prioritize improvements.
  • Identifying and developing requirements to implement and maintain an Emergency Operations Center.
  • Providing training to the response team members and awareness to the university community. Develop instructional materials and give presentations on emergency preparedness, response, and recovery. Coordinate and partner with other university departments to assist in delivering emergency preparedness training materials.
  • Planning, facilitating, and documenting drills and exercises to assess the strength of the Emergency Preparedness and Response Plan and the readiness of the Emergency Response Team. Following drills and exercises, document After Action Reports to identify and close gaps or implement process improvements.
  • Partnering with subject matter experts, including but not limited to Environmental Health and Safety, University Police, Facilities Management and Campus Services, Computing Services, and Student Affairs, to identify hazards/threats, develop mitigation plans, and control risks.
  • Identifying opportunities and engagements in public-private partnerships and other emergency response institutions through outreach to external emergency preparedness and response related entities.
  • Assisting in maintaining the required documentation and resources, including but not limited to rosters, call lists, distributions lists, documents, emergency action plans, plans, etc.
  • Assisting in the development and maintenance of Business Continuity Plans
  • Assisting in the remediation items identified in exercises and assessments, leveraging continuous improvement methodologies to eliminate root causes. Assists in identifying continuous improvement opportunities for the DRBC program.
  • Other duties as assigned.

Qualifications:

Required:

  • Bachelor's degree in Emergency Management or related field required
  • A minimum of four (4) years of related experience required
  • A combination of education and relevant experience from which comparable knowledge is demonstrated may be considered

Desired/Preferred

  • Experience in using mass communication and/or business continuity systems
  • Previous experience in responding to disasters, emergencies, or business interruptions as a member of an Emergency Response Team or Emergency Operations Center
  • Expert knowledge of the Incident Command System principles and its implementation

Requirements:

  • Successful background check
  • Child Protection Clearances (CPCs)

Additional Information:

  • This is a full-time, exempt position based in Pittsburgh, PA
  • This position will provide 24/7 on-call support as part of the Emergency Operations Center (EOC) emergency response as needed
  • Sponsorship: Applicants for this position must be currently legally authorized to work for CMU in the United States. CMU will not sponsor or take over sponsorship of an employment visa for this opportunity.
