Job Description: Summary: The person in this position will assist with the management of state permitting and federal environmental review opportunities across the United States, with an emphasis on transportation in the Four Corners region. This person will work with clients to identify, scope, and manage environmental review, permitting, and compliance projects, as well as provide technical advice and support related to transportation and other project types. Work will involve helping build and maintain relationships with clients. Fulfillment of the position responsibilities will require periodic travel. This person will work with federal, state, and local government officials; non-governmental organizations; regulatory staff; resource managers; other industry representatives; technical and information resource experts; and interested and concerned citizens. Responsibilities may also involve supporting business development activities. This person will also work with multidisciplinary Barr project teams to manage and support the development of state and federal-level environmental review documents and permit applications for transportation and other industries. Responsibilities will include work with and managing interdisciplinary teams to prepare National Environmental Policy Act (NEPA) documents and other environmental regulatory reporting documents such as Clean Water Act (CWA) permits packages, biological evaluations, Phase I environmental site assessments, feasibility studies, and permitting plans. Tasks may also include managing and/or coordinating the public engagement processes; environmental surveys/assessments (archaeological/historical, threatened and endangered species, wetland delineations, inventories, and functional assessments); developing regulatory strategies with clients; consulting and negotiating with regulatory agencies; and supporting public involvement. A hybrid work arrangement may be considered for this position. A hybrid work arrangement refers to splitting time worked between a Barr office and a home office. This position can be based out of Barr's Albuquerque or Farmington, New Mexico, offices. NOTE: Some work locations may feature rough terrain typical of construction sites and may also require entering and working within facilities that include limited accessibility, moving machinery, and other conditions typical of industrial facilities.
