POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
Typical Pay Range$95,000 to $120,000 Annually Deputy Project Manager / Quality Manager / Site Safety and Health Officer (SSHO) The Deputy Project Manager / Quality Manager / Site Safety and Health Officer (SSHO) is a key leadership role responsible for ensuring the smooth operation, highest quality standards, and adherence to safety protocols across all contract activities. This position encompasses a dual responsibility in both project management and quality assurance, along with overseeing all safety measures to ensure a safe working environment in compliance with regulatory requirements. This position reports directly to a senior corporate official and operates independently from the Project Manager, especially in quality and safety matters. Deputy Project Manager Responsibilities:
* Act as the central point of contact with the Government for all contract-related activities when the Project Manager is unavailable.
* Ensure consistent on-site presence during the Government's regular working hours and be available on-site within one hour outside of regular hours when the Project Manager is not available.
* Oversee and coordinate the management of all personnel working under the contract in the absence of the Project Manager.
* Facilitate effective communication between the Government and all contract personnel to address any issues promptly and ensure contract performance meets all expectations.
Quality Manager Responsibilities:
* Develop and maintain an effective quality control program to ensure services are performed in accordance with the Performance Work Statement (PWS), applicable laws, regulations, and best commercial practices.
* Conduct regular inspections and audits of services to ensure compliance with contract specifications and standards.
* Identify deficiencies and implement corrective actions to prevent recurrence and ensure non-recurrence of defective services.
* Maintain comprehensive records of inspections, audits, and corrective actions. Prepare and submit detailed quality control reports.
* Ensure all operations comply with applicable laws, regulations, and best commercial practices.
* Provide training and support to staff to ensure understanding and adherence to quality standards.
* Promote a culture of continuous improvement, identifying opportunities to enhance service quality and efficiency.
* Ensure availability on-site during regular working hours and within two hours after working hours.
Site Safety and Health Officer (SSHO) Responsibilities:
* Provide leadership and supervision to the Safety Oversight Team, ensuring a minimum of one Competent Person is present at each project site.
* Function as the primary SSHO on-site during all project activities, or delegate an equally qualified Designated Representative/alternate as necessary.
* Develop, implement, and enforce the Contractor's safety program in accordance with project specifications and regulatory requirements.
* Prepare and maintain the government-accepted Accident Prevention Plan, ensuring its effective implementation across all project phases.
* Maintain accurate records of safety inspections, incidents, and corrective actions. Prepare regular safety reports and presentations for project stakeholders, including recommendations for continuous improvement.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
* Experience:
o Minimum of 5 years of experience in managing a workforce providing services on a Base Operations Services Support contract of similar size, scope, and complexity.
o Additional 5 years of experience in quality control or quality assurance is preferred.
o Minimum of 5 years of experience in safety program administration, or 3 years with a Certified Safety Professional (CSP) or safety and health degree
* Education: Bachelor's degree in Quality Management, Business Administration, Occupational Health and Safety, Environmental Science, or a related field. Equivalent work experience may be considered.
* Certifications: Relevant quality control/assurance certifications (e.g., Six Sigma, ISO 9001) are highly desirable. Certified Safety Professional (CSP) designation or equivalent preferred. Completion of OSHA 30-hour construction safety class or equivalent is required.
* Knowledge: Strong understanding of quality control principles, practices, and standards applicable to base operations support services. In-depth knowledge of EM 385-1-1 and 29 CFR 1926 regulations.
* Skills: Excellent analytical, problem-solving, and organizational skills. Proficient in using quality management software and tools. Strong communication and leadership skills are essential.
* Citizenship and Clearance: Must be a U.S. citizen. Possession of a valid state driver's license is required. A DoD Secret clearance is preferred. TS/SCI.
* Physical Requirements: Must be available on-site during the Government's regular working hours and within two hours after regular working hours. The work environment may include exposure to loud noises, dust, and hazardous materials. Use of personal protective equipment (PPE) is required.
* Attention to Detail: High level of attention to detail to ensure compliance with contract requirements and safety standards.
* Analytical Skills: Strong analytical skills to develop and implement quality control and safety procedures.
* Problem-Solving: Proactive in identifying, preventing, and resolving issues related to defective services and safety hazards.
* Leadership: Ability to lead teams effectively, ensuring operational, quality, and safety standards are consistently met.
* On-Site Requirement: Must be available on-site during the Government's regular working hours and within one hour (Deputy Project Manager) or two hours (Quality Manager/SSHO) after regular working hours.
Monitoring and Evaluation: Will be subject to Government monitoring and evaluation of quality services, safety compliance, and overall contract performance.
