Position Overview:

This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.

The Program Manager (PM) is a critical member of the corporate team responsible for helping ensure the successful implementation of the Test Facilities Operations Maintenance and Engineering III (TFOME III) contract. Under general direction and within significant autonomy, the PM provides contract oversight for technical staff to accomplish actions meeting customer requirements. The PM coordinates with customer contacts and task representatives to identify and deconflict workload priorities and dependencies. The PM prioritizes team activities to achieve all work within agreed timelines. The PM supports continuous recruiting pipelines through event attendance and networking, ensuring assigned staff meet contract qualifications & manages compliance actions. The PM conducts program reviews and leads personnel and process changes necessary to improve program implementation in each area of technical performance. The PM develops compliant Task Order Plans, management, staffing, and resource plans.

The PM directly accesses/directs corporate resources and subcontractors to affect contract success. The PM performs detailed and accurate recording and updating of contract TO documentation, including labor hours, task accomplishments, customer requirements and priorities, schedules, and agreements. The PM serves as a company liaison to customers to resolve contract issues and directs contract operations, including establishing direction, obtaining, allocating resources, and determining goals/workload to meet budget, schedule, and contract delivery obligations.

Location of work: The position is considered an office/telecommuting hybrid based in the Cleveland, Ohio area.

Primary/Major Duties and Responsibilities (Essential Functions):




  • Provide leadership, performance coaching, and management of Program Managers (PM) and other professionals supporting the execution of our projects.
  • Provide guidance, direction, and mentorship to Project Managers concerning the management of their projects in adherence to NASA guidelines and requirements.
  • Maintain cognizance and responsibility of assigned projects, including approval of cost reports, monthly status reports, waivers, purchase requests, subcontract procurements, participating in production planning activities, and proposal approvals.
  • Maintain outstanding relationships with all internal interfaces by working with line management to resolve issues such as staffing, personnel issues, budgets, schedules, and technical performance of assigned projects, and work with others in leadership to resolve conflicts and set priorities among projects.
  • Maintain a customer focus and outstanding relationships with all external interfaces, including sponsors of their program area. The PM will serve as a primary Space Exploration Sector's senior management interface to assigned external sponsors, providing appropriate and timely status of technical, fiscal, and programmatic information while working with the sponsor to address their needs and concerns. Sponsors include NASA Headquarters and associated program offices, as well as other NASA centers.
  • Maintain and develop ties with industry and assist in the development of missions and instruments involving a diverse set of external organizations.
  • Oversee and help manage the Space Exploration Sector's integrated initiatives that cut across civil and national security domains.
  • Participates in internal and client-oriented program performance reviews.
  • Works to prevent, address, mitigate, and resolve personnel and/or operational-based challenges and problems, operating in accordance with company policies and procedures.
  • Assists Subsidiary President with technical and financial analysis and reporting as required.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • A Bachelor of Science college degree in a science or technical field such as electrical engineering, mechanical engineering, or physics, or a graduate degree in systems engineering, technical management, or a similar discipline.
  • 15 years of experience in the development of aerospace systems.
  • 10+ years 'experience managing large, complex, service-oriented, performance-based government contracts with multi-disciplinary staff and multiple functional areas
  • Management experience should include operations and maintenance, engineering, logistics, and information technology
  • An outstanding record of engineering and/or scientific team management.
  • Demonstrated outstanding leadership qualities and skills managing multi-disciplinary technical organizations and teams and cultivating critical technical workforce capabilities.
  • A demonstrated ability to successfully manage performance, cost, and schedule to implement spacecraft, instruments, or other significant non-flight projects.
  • Experience managing projects within NASA and/or structured organizational guidelines.
  • Excellent communication skills, both written and verbal.
  • The ability to obtain a Secret level security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
  • Demonstrated knowledge of program management practices and procedures.
  • Direct experience managing and/or leading all aspects of the development of space flight systems at NASA Headquarters, a NASA Center, or a major NASA contractor.
  • Strong ties and knowledge of the growing non-government space industry.
  • Secret Clearance required
