STV is seeking Aviation Program/Project Managers in both Design and Construction Management for civil infrastructure and/or terminal projects in multiple locations throughout the Northeast and Mid-Atlantic states, including Philadelphia and Baltimore, among others. This position is designated as hybrid (3 days per week/in office or project site).
STV is seeking Program Managers to oversee and direct major airport redevelopment programs, including specialization in landside and airside facility and infrastructure work. Experience in design and construction of terminals, runways and taxiways, parking, roadway circulation, automated people movers, CONRAC, and/or other airport systems is desirable. A successful candidate will need significant aviation experience and have previously managed design or construction within an active airport environment. Specific responsibilities include:
- Provide subject matter program management, technical oversight and leadership for all phases of the program and associated projects, including concept design, engineering and architectural design, bid evaluation, permitting and federal/state approvals, field inspection and construction of aviation facilities and infrastructure.
- Provides guidance to Project Managers, CMs and discipline managers to address key program challenges, and to develop solutions that address risk, innovation, and future-ready opportunities.
- Provides leadership to ensure that responsibilities are accomplished to a high degree of quality which meets or exceeds acceptable industry standards for design, safety, and operational performance.
- Develops program level process and procedures that align to and drive overall project goals.
- Works with other delivery partners to develop their process and procedures for alignment and implementation with the program level policies.
- Manages and oversees all aspects of project planning and development, including engineering and pre-construction/construction; bidding strategy; schedules; cost estimating; budget oversight; grants management; systems and facility integration; and commissioning/activation.
- Oversees the review, analysis, and interpretation of complex project design and construction schedules, and costs to ensure conformance with authorized scope, time and budget requirements.
- Recommends solutions to technically complex issues for architects, engineers, and/or other project staff.
- Facilitates coordination with other airport operating divisions, airlines, project stakeholders, regulatory agencies and other delivery partners and oversight entities (i.e., special purpose vehicles, concessionaires, Fed/State/local government agencies, TSA, FAA, etc.) as required.
- Facilitates the development of the overall program schedule and oversees the integration of project level schedules.
- Manage or perform cost estimates and projections, both at a program and project level.
- Utilization of earned value management to track and manage the program and associated projects.
- Schedule and conduct design and/or construction progress meetings.
- Prepare records required for federal or state reimbursement.
- Ensure document compliance with applicable federal and state equal opportunity legislation.
- Presents progress to stakeholders and project delivery partners.
- Use electronic tools including Primavera P6, Project Management Information Systems (PMIS), MS Project, CADD system, and other related software systems.
- Coordinates maintenance of traffic and phasing plans, utility shutdown requests, impact notices, disruption notices, contingency planning and other tasks as needed.
- Oversees the financial closeout of programs by Project Managers. Tracks compliance in accordance with the guidelines of the funding sources, following substantial completion.
- Oversees the provision of necessary documentation for closed-out projects under litigation and participates in depositions whenever necessary.
- Manages the formulation of policies and procedures related to Construction Programs, including the development of funding policies, requests for appropriation, and alterations and improvements of new programs.
- Manages change order negotiations and assists with contract review process as needed.
Preferred Qualifications
- Experience in successful management of major capital projects/programs of $500M or more.
- Knowledge of airport operations and design and/or construction of aviation facilities is required.
- Experience in managing multiple projects concurrently as part of a complex capital infrastructure program is preferred.

Required Education/Accreditation
- Graduation from a recognized college or university with a bachelor's degree, preferably in Engineering, Architecture, or Construction Management
- Candidates may substitute comparable experience for educational requirements.
- Registered P.E. or R.A. or CCM credential is desirable.
Compensation Range: $126,513.00 - $168,684.00
