The Acquisition Lead is responsible to the Administrative Support Manager for performing the duties assigned. Frequently exercises independent judgment and possesses abilities sufficient to supervise. Work is performed under minimum supervision, and the employee consults with the manager for the initial job assignment and where departures from standard practices are involved.

The essential functions include but are not limited to, the following duties. Additional essential functions may be identified by the organization and listed as such in the incumbent's performance appraisal elements. Various tasks may be assigned under each crucial function. Those listed below are not all-inclusive; they are examples only and may be amended or added to as needed by the organization.



  • Assigns and coordinates specific personnel activities, takes necessary steps to improve performance, and performs administrative functions as directed.
  • Schedules vacation and time off for the department. Reviews the performance of subordinates and participates in decisions concerning processes and discipline.
  • Ensures and verifies departmental adherence to Corporate Policies, Controlled Procedures, Government Contract and Government Regulations.
  • Authorized signature authority up to the amount of $75,000.00.
  • Conducts training of acquisition personnel.
  • Provide documentation to support all purchases following Procurement Policies and Procedures and the Federal Acquisition Regulations.
  • Review purchase orders and contracts for conformance to company policy.
  • Develop Requests for Quotes (RFQs) and Requests for Proposals (RFPs) for solicitation of bids for aircraft material, support equipment, and services.
  • Analyzes bids and performs cost/price analysis to ensure best value.
  • Effectively write, negotiate, and administer Basic Ordering Agreements and Blanket Purchase Orders.
  • Consult catalogs and websites to obtain and compare prices, specifications, and delivery dates, and award contracts to suppliers.
  • Accurately processes Purchase Orders through an Automated Procurement System.
  • Obtains quotes and determines the availability of needed items and suggests substitutes when necessary.
  • Performs other duties as assigned.
  • Interface with technicians and customers to answer inquiries and resolve issues.



MINIMUM QUALIFICATIONS

The following minimum qualifications have been identified by subject matter experts (SME) who have supervised this position or functioned in the position; they are based on job analysis information supplied by these SMEs.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS:

The following skills and abilities are required:



  • Shall have a minimum of ten (10) years experience working in the Acquisition (procurement) career field with five (5) of the ten years supervising three (3) or more employees.
  • Demonstrated experience with the Federal Acquisition Regulations (FAR).
  • Demonstrated experience in subcontracting and planning for service and material acquisitions.
  • An AA/AS Degree or equivalent military or corporate background experience.
  • College or seminar courses in Procurement and/or Contracting are desirable.
  • Experience in General Aviation per FAA rules is desirable.
  • Analytical abilities are sufficient to make sound, independent judgments.
  • Ability to multitask and maintain a high-performance level.
  • Excellent oral and written communication skills.
  • Strong negotiating skills.
  • Demonstrated ethical conduct.
  • Must be a US citizen.
  • Must be able to respond and/or report to duty within one (1) hour.
