Responsibilities The Senior Acquisition/Program Analyst will support the Strategic and Theater Sealift Program Office (PMS 385) and the future submarine tender program, AS(X): * Provide acquisition subject matter expertise to PMS 385 and demonstrate a thorough understanding of DoD requirements, policies and procedures related to shipbuilding acquisition. * Provide expert knowledge of DoD 5000, Operation of the Defense Acquisition System, and the associated statutory and regulatory requirements of ACAT I and II programs. * Provide expertise in analyzing, assessing, and developing inputs to DoD Acquisition documents, White Papers, and briefing material being prepared for Defense Acquisition Boards (DAB), Major Decision Reviews, Resources Requirements Review Boards, and Gate Reviews. Independently draft/coordinate the consolidation and change management of these documents, providing a quality product to the customer for review. * Advise the government on DoD acquisition management, contracts, and technical/business management. * Provide expert knowledge of Acquisition Strategies, Defense Acquisition Executive Summaries, Acquisition Program Baselines, Selected Acquisition Reports, and other acquisition reporting requirements. * Demonstrate expertise of RFP development requirements and proposal reviews * Monitor and assess Shipbuilder's performance of ship design and construction contracts to include collecting and analyzing cost performance data reports; identify cost, schedule, and performance trends; preparation of reports and graphs to present status to IPT and senior managers. * Be responsible for overall quality assurance of support products and deliverables from the assigned Task area. * Assist the government with deliverable tracking, task management, Requests for Information (RFI) responses, development of milestones & objectives, strategic planning, and budget formulation including POM/PR issue support and studies. * Provide advice, recommendations, and drafts of strategic, programmatic, and business plans. Conduct analysis of current and proposed business practices, perform organizational assessments, assist with developing improved business processes, and identify and track major technical and programmatic issues. * Provide executive level liaison with senior Navy/DoD personnel. Relies on experience, communication with numerous stakeholders and judgment to plan and accomplish goals. * Occasional travel to various locations for meetings with stakeholders and shipyards, including shipboard visits and onboard site checks. Education, Work Experience, Skills, and Clearance Requirements: * Master's Degree and 8+ years of related experience OR Bachelor's Degree and 10+ years of related experience. * Demonstrated understanding of DoD contracts and contract analysis and has knowledge of DoD contracting processes in the technical or program area specified. * Senior level understanding and experience with shipbuilding programs. * Must possess strong organizational and time management skills; the ability to prioritize and perform multiple tasks simultaneously; exceptional interpersonal and communication skills with an emphasis on providing good customer service; highly self-motivated and resourceful with strong problem-solving skills; and exceptional attention to detail and an ability to work with minimal supervision from the customer. * Strong MS Office skills. * Active Secret security clearance verifiable in DISS or the ability to obtain one Preferred: * At least 10 years of direct experience working in or supporting NAVSEA, Military Sealift Command, construction shipyards, and/or operating/maintaining a commercial or military vessel. * Submarine Tender, Sealift or Auxiliary Ship experience is highly desirable. * Project Management Professional (PMP) certification * DAU Certification * Minimum of 10 years' professional experience supporting an ACAT I shipbuilding program
