Overview

Milliman's Indianapolis Health practice is hiring a Director of Business Development for our multidisciplinary public sector health and human services consulting team. You will be responsible for leading our business development function. This leadership role works with our account leads and consultants to drive achievement of our growth plans through collaborative execution, overseeing a team of proposal coordinators and technical writers. This dynamic role will include strategic planning support, opportunity identification (i.e. surveillance), coordination of capture team resources, proposal development, and overseeing promotional activities (e.g. conferences, content development). We are seeking a highly motivated individual with a proven track record in public sector business development and management to join our team and help drive our company's growth through a team-based strategy. Our core services include actuarial consulting, Medicaid policy consulting, pharmacy analytics, health data management, and management consulting. Responsibilities

Key responsibilities for this role include:

Leadership and Management



  • Work with principals to develop and execute strategic growth plan for our public sector health and human services business segment.
  • Manage and mentor a core team of proposal coordinators and a technical writer, providing guidance and support in their professional development.
  • Foster a collaborative and results-driven work environment to maximize team productivity and performance.
  • Facilitate coordination of cross-functional teams comprised of dedicated and designated resources.


Market Research and Opportunity Identification




    • Proactively identify and evaluate new and expansion business opportunities within public sector (primarily state-level, primarily health/human services) markets.
    • Conduct market research and analysis to stay abreast of industry trends, competitor activities, and potential leads.
    • Foster relationships with agency leads responsible for IDIQ contract arrangements.
    • Develop and maintain a robust pipeline of potential opportunities (primarily RFP-based) to fuel business growth.


    Opportunity Vetting



    • Assess the feasibility and strategic fit of potential opportunities, considering factors such as client requirements, competitor landscape, outcomes of past similarly situated procurements, profitability, capacity, and alignment with practice-level objectives and capabilities.
    • Collaborate with cross-functional teams to evaluate resource requirements, risks, and potential challenges associated with pursuing specific opportunities.
    • Make data-driven recommendations to senior management regarding the pursuit of key opportunities.


    Proposal and Content Development



    • Lead the end-to-end proposal development process, from initial client engagement to submission.
    • Coordinate with internal stakeholders, including subject matter experts, to develop high-quality proposals that address client needs and differentiate our offerings.
    • Facilitate the development of compelling graphics that summarize key talking points in each proposal.
    • Ensure compliance with proposal requirements and deadlines, maintaining high standards of quality and professionalism.
    • Facilitate development of promotional and educational content for clients (webinars, whitepapers, tradeshows).
    • Lead development and management of content library and other proposal assets.


    Continuous Improvement



    • Conduct comprehensive analyses of successful and unsuccessful proposals to identify key learnings and areas for improvement.
    • Utilize insights gained from win/loss analyses to refine business development strategies, proposal development processes, and client engagement approaches.
    • Share findings and recommendations with relevant stakeholders to drive continuous improvement and optimize future success rates.


    Qualifications



    • 10+ years of experience in public sector business development, with a proven track record of achieving and exceeding growth targets
    • 10+ years of experience in a management or leadership role, preferably within a public sector business development or sales environment
    • Strong analytical skills with the ability to assess market opportunities, evaluate potential risks, and make data-driven decisions
    • Excellent communication and interpersonal skills, with the ability to effectively lead and collaborate with cross-functional teams comprised of dedicated and designated contributors
    • Demonstrated experience in proposal development, including the ability to craft compelling narratives and value propositions
    • Proven ability to manage multiple priorities and deadlines in a fast-paced, dynamic environment
    • Proficiency in Microsoft Office Suite; experience with proposal management tools is a plus

    • Bachelor's degree in Business Administration, Marketing, or related field

    The Team

    The Business Development Team spearheads our firm's efforts to achieve practice revenue goals through competitive procurements. We collaborate closely with subject matter experts across the practice, including senior leadership, principal consultants, project leaders, and more. Our responsibilities span the entire business development lifecycle-from identifying new opportunities to ensuring successful contract execution. Additionally, we advise on strategic marketing initiatives, with a steadfast commitment to driving practice growth as our core mission.

    Location

    The person hired for this role will work in a dynamic, hybrid environment, with 2 to 3 days per week of on-site work required in our Indianapolis office on a weekly basis.

    Compensation

    The salary range for this role is $130,000 - $203,000, depending on a combination of factors, including, but not limited to, education, relevant work experience, qualifications, skills, certifications, location, etc.
