Management and Misconduct Inquiry Specialist

Cape Fox subsidiary Wolf Lake Services is seeking an experienced professional to join our team. The Management and Misconduct Inquiry Specialist is responsible for conducting comprehensive management inquiries and misconduct investigations in accordance with USDA and Forest Service guidelines, anti-harassment requirements, and any applicable collective bargaining agreements. This role involves meticulous record-keeping, preparation of detailed inquiry reports, and coordination with Forest Service officials to ensure the quality and timeliness of investigations.

CORE DUTIES:



  • Perform inquiries in line with the Forest Service Guide to Conducting Management Inquiries, FSM 1765.09 Anti-Harassment Inquiry/Investigation Requirements.
  • Ensure compliance with collective bargaining agreements.
  • Maintain records to document certification and training of inquiry officials.
  • Serve as the main point of contact for all Management Inquiries under the contract.
  • Collaborate with the Forest Service Employee Relations Branch Chief, Harassment Assessment and Review Team, and Case Managers.
  • Create Inquiry Reports as per USDA and Forest Service standards.
  • Jointly review reports with Forest Service points of contact to ensure accuracy and quality before final approval.
  • Assign cases and work closely with Forest Service Case Managers.
  • Begin inquiries within three business days of assignment.
  • Submit final reports and supporting documentation within 21 days from assignment, with the possibility of extensions as needed.
  • Conduct telephonic or video interviews with involved parties.
  • Minimize the use of written correspondence for witness questioning unless necessary.
  • Ensure all contract investigators complete required initial and continuing training.
  • Attend additional training or certification as required by the Forest Service.
  • Investigate misconduct in accordance with Department Personnel Manual 751, USDA Misconduct Investigations Handbook, FSM 1765.09, and applicable collective bargaining agreements.
  • Provide proof of prior certification and experience in misconduct investigations, particularly in sexual harassment/misconduct cases.
  • Draft ROIs in compliance with USDA and Forest Service guidelines.
  • Review all ROIs for quality and completeness before submission.
  • Begin investigations within three business days of assignment.
  • Submit final reports and documentation within 30 days, with possible extensions subject to approval.
  • Conduct interviews via phone or video call.
  • Travel as necessary to conduct in-person interviews based on case complexity, with travel expenses covered as per contract terms.
  • Work with Forest Service contacts to gather supporting documentation and evidence.
  • Ensure availability for any additional required training or certification.
