Responsibilities:
- Manage TO operations, to include but not limited to the planning, implementation, and management of TO activities and resources.
- Accountable to DS/RSO, DS/OPO/WPS, and the GTM for the schedule, performance, and quality of TO activities and resources.
- Implement program strategies to mitigate risk and maintain continuity of operations in accordance with the TO requirements.
- Provide leadership, management, and direction, in coordination with the PM, for TO Contractor personnel.
- Serve as the OCONUS Contractor principal point of contact with DS/RSO and the DS/OPO/WPS GTM.
- Coordinate with CONUS and OCONUS Contractor management in developing professional relationships with OCONUS personnel including, but not limited to:
- Chief of Mission (COM) personnel
- RSO and RSO staff
- Private security personnel working for the Department or other Government agencies
- U.S. and foreign diplomatic personnel
- Foreign security personnel
- Host nation law enforcement
- Ensure timely and accurate reporting, as outlined in the TO and in this contract.
Qualifications:
- Must be a U.S. citizen.
- Must possess either:
- A Master's degree from an accredited institution and seven (7) years of applicable work experience.
- A minimum of five (5) years of this experience must have been work in planning, evaluating, analyzing, and implementing Government security-type programs, specifically personal protection, emergency response team, or guard force.
- A minimum of three (3) years of this experience must have been supervisory experience.
- A Bachelor's degree from an accredited institution and eight (8) years of applicable work experience.
- A minimum of seven (7) years of this experience must have been work in planning, evaluating, analyzing, and implementing Government security-type programs, specifically personal protection, emergency response team, or guard force.
- A minimum of five (5) years of this experience must have been supervisory experience.
- An Associate's degree from an accredited institution and thirteen (13) years of applicable work experience.
- A minimum of ten (10) years of this experience must have been work in planning, evaluating, analyzing, and implementing Government security-type programs, specifically personal protection, emergency response team, or guard force.
- A minimum of seven (7) years of this experience must have been supervisory experience.
- Fifteen (15) years of applicable work experience providing services on WPS III and/or any of its predecessor contracts or other DS-related security program.
- A minimum of ten (10) years of this experience must have been work in planning, evaluating, analyzing, and implementing Government security-type programs, specifically personal protection, emergency response team, or guard force.
- A minimum of seven (7) years of this experience must have been supervisory experience.
- Possession of a PMP certification (www.pmi.org) will be considered to be equivalent to possessing two (2) years of applicable work experience.
- Must attend and successfully complete a supervisory course meeting the requirements established in WPS III IDIQ, Attachment 1, Position Descriptions, Section 1.2.C.
