Deputy Program Manager (DPM) (S)

Responsibilities:

  • Assist the LPM in providing leadership, management, and direction to program management staff and to senior staff implementing program services CONUS and OCONUS (e.g., training services, security services, logistics, etc.).
  • Assist in the planning, development, and administration of a comprehensive administrative and logistics support program to support operational TOs. This includes overseeing and coordinating inventory management, procurement actions, maintenance, repairs, and serviceability of all program property and equipment.
  • Coordinate the shipment of program equipment and materials with DS/OPO/WPS, the U.S. embassy, and the host country; documenting, as necessary, that the proper customs, procedures, and standards are adhered to.
  • Maintain, in conjunction with existing operations, strict accountability of equipment, supplies, spare parts, etc.
  • Ensure that all travel arrangements for personnel traveling to and from other countries in support of the contract are completed and documented, including but not limited to transport, housing, passport and visa, immunizations, letters of authorization (LOAs), etc.
  • On a short-term basis, and only in the absence of the LPM or other LPM qualified personnel, may assume the onsite role and responsibilities of the LPM in an acting capacity.

Qualifications:

For bio approval, the DPM shall meet the following qualifications:

  • Must be a U.S. citizen.
  • Must possess either:


  1. A Master's degree from an accredited institution and three (3) years of applicable work experience.

    1. A minimum of two (2) years of this experience must have been work in planning, evaluating, analyzing, and implementing Government logistics and support programs.
    2. A minimum of one (1) year of this experience must have been work in planning, evaluating, analyzing, and implementing Government security-type programs, specifically personal protection, emergency response team, or guard force.
    3. A minimum of one (1) year of this experience must have been supervisory experience.

  2. A Bachelor's degree from an accredited institution and six (6) years of applicable work experience.

    1. A minimum of three (3) years of this experience must have been work in planning, evaluating, analyzing, and implementing Government logistics and support programs.
    2. A minimum of two (2) years of this experience must have been work in planning, evaluating, analyzing, and implementing Government security-type programs, specifically personal protection, emergency response team, or guard force.
    3. A minimum of two (2) years of this experience must have been supervisory experience.

  3. An Associate's degree from an accredited institution and nine (9) years of applicable work experience.

    1. A minimum of four (4) years of this experience must have been work in planning, evaluating, analyzing, and implementing Government logistics and support programs.
    2. A minimum of three (3) years of this experience must have been work in planning, evaluating, analyzing, and implementing Government security-type programs, specifically personal protection, emergency response team, or guard force.
    3. A minimum of three (3) years of this experience must have been supervisory experience.

  4. Eleven (11) years of applicable work experience providing services on WPS III and/or any of its predecessor contracts or other DS-related security program.

    1. A minimum of seven (7) years of this experience must have been work in planning, evaluating, analyzing, and implementing Government security-type programs, specifically personal protection, emergency response team, or guard force.
    2. A minimum of seven (7) years of this experience must have been supervisory experience.



  • Must possess demonstrated experience working with a wide range of procurement and logistics issues.
  • Must possess demonstrated experience supporting international administrative and logistical support functions.


Additional Preferred Requirements:

  • Current TS Clearance
  • Extensive domestic and international Diplomatic Security Service (DSS) experience
  • WPS contract management experience
  • Strong knowledge of DSS regulations and procedures
  • Strong organizational skills
  • Exceptional attention to detail
  • Excellent written and verbal communication skills
  • Solution driven mindset

Upon bio approval and before beginning work on the contract, the DPM shall:

  • Attend and successfully complete the "Working at an Embassy" briefing,.
  • Obtain and maintain awareness of and familiarity with the Mission Firearms Policy(ies) in effect for all TOs awarded to the Contractor and must sign and submit an acknowledgement that he/she have read the policy(ies) to DS/OPO/WPS within seven (7) days of beginning work on those TOs.
  • Obtain and maintain a Personnel Security Clearance as specified the TO.
  • Possess no impediments to traveling overseas to and within countries that are considered dangerous or unhealthy in general, or to the country or countries assigned in the applicable TO(s).
