Description

Brown and Caldwell has an exciting opportunity for a mid-level Engineer (minimum of 5 years' professional experience) to join our team. In this role, you will work closely with and be mentored by the Permitting Lead and other Program staff to support land use planning and permitting needs for large infrastructure, data center, wastewater, water reuse and other industrial projects across the United States. Roles and Responsibilities:



  • Strategize land planning and permitting for large construction projects.
  • Work with internal and subconsultant technical staff to obtain necessary information for permit applications and regulatory compliance documents and to address client and regulator comments.
  • Establish and maintain a log of all required land planning actions, permits, assigned responsibilities and submittal/review schedules and regularly communicate status updates to necessary parties including Contractor, Client and internal teams.
  • Develop and maintain excellent relationships with clients and federal, state, and local regulators and understand requirements and areas of opportunity for our clients within the regulatory framework.
  • Develop and maintain preliminary and ongoing permit schedules.
  • Analyze data and information, and critically evaluate permit issues related to facility and infrastructure alternative analysis, planning and design.
  • Effectively and efficiently lead meetings with jurisdictional authorities, the client, and internal teams to advance permit related project work.
  • Track compliance of permit conditions during the performance of construction work.
  • Coordinate submission of all required materials to close out permits.
  • Develop clear, well-written reports, letters, and technical memoranda to document studies and project work.
  • Participate in workgroups and organizations to benefit the company's knowledge of issues and to understand client needs.
  • Acquire and maintain appropriate licenses, affiliations, and memberships required for permit submissions.
  • Develop proficiency in Client and regulatory agency delivery methods, protocols, and systems.


Minimum Qualifications:



  • B.S. degree in civil/environmental engineering, construction management or environmental policy required.
  • Minimum 5 years of professional experience.
  • Experience in managing projects or ability to serve as deputy project manager.
  • Experience working with site due diligence reviews, environmental quality reviews, environmental impact documents and environmental assessments.
  • Strong verbal and written communication skills and a highly responsive candidate, capable of working in a diverse team environment and handling multiple tasks with competing priorities.
  • Highly organized with the ability to coordinate the work of multiple team members including subconsultants.
  • Ability to translate highly technical work to thoroughly complete required regulatory / permitting applications or submissions.
  • Candidate should be a self-starter, results-oriented and able to work under tight deadlines.
  • Candidate must be willing to travel locally up to 10% of the time.
  • Highly proficient using the Microsoft Office Suite, particularly with Project, Excel, Access and Teams.


Preferred Qualifications:



  • M.S. in civil/environmental engineering, or environmental policy is a plus.
  • Permitting and compliance experience with knowledge and experience complying with municipalities' codes and protocols, and local, state and national regulations preferred.
  • Experience with Power BI is a plus.


Salary:

Location A: $70,000- $95,000

Location B: $77,000 - $105,000

Location C: $84,000- $114,000
