SUMMARY

The Home Visitor (HV) promotes school readiness and the impact of family engagement in the Early Head Start (EHS) Home-based (HB) option. The HV will provide comprehensive high-quality services to expectant families and children birth to three, as well as early childhood education and child development services for children in collaboration with parents, primarily in the home setting, resulting in positive child and family outcomes.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supports and promotes the mission of the Agency: Foothill Family empowers children and families on their journey to achieve personal success.
  • Utilizes the Head Start Program Performance Standards (HSPPS), internal policies and procedures and other resources such as the Head Start Early Learning Outcomes Framework (HSELOF), Parent Family and Community Framework to ensure child and family outcomes.
  • Develops strong relationships with parents and promotes the parent role in their child's development.
  • Plans home visits and group socializations with parents that are developmentally appropriate, aligns with the curriculum, encourages parent participation and promotes secure parent- child relationships.
  • Serves as the liaison for Parents and supports them to navigate the EHS program and access all the support and resources available to them.
  • Conducts weekly home visits to provide coaching, offer strategies and modeling for parents while jointly planning and facilitating high-quality early learning experiences.
  • Reports unusual incidences related to the health and safety of children that involve Parents or EHS Staff within required timelines.
  • Conducts environmental scans during home visits to identify and address potential safety risks. Engages parents in a plan for preventative maintenance resulting in health and safety practices that keep children safe.
  • Ensures that individualization for children is data driven, developmentally appropriate, informs school readiness goals, accommodates children with suspected or identified disabilities and is reflective of parent engagement in their child's education.
  • Utilizes program data to jointly develop and implement child and family goals that are unique to each Parents needs and the needs of their children.
  • Ensures comprehensive services requirements such as developmental screenings, assessments, referrals, health determinations and follow-ups, family assessments, family goals and transitions for children and expectant families are completed before established due dates.
  • Provides prenatal and postpartum resources, education and mental wellness services and follow-up to expectant families enrolled in the HB option.
  • Provides direct support to families through resources and linkage to referrals based on interest and need.
  • Promotes the impact of parent engagement and identifies strategies to encourage parent volunteerism during group connections, Parent Committees and Policy Council (PC).
  • Completes monthly reports and ensures documentation in record keeping system is up to date, accurate in capturing the interactions and supports given to Parents, and reflects ongoing communication, follow-up, and collaboration with EHS team members.
  • Meets with other EHS service area team members for effective communication, planning, coordination, collaboration, joint decision-making, team building, and quality improvement of services provided to children and families.
  • Attends trainings, workshops and conferences as approved by supervisor to increase knowledge and skills as needed to provide high-quality services to children and families.
  • Prepares for and actively participates in weekly individual and group supervision meetings as scheduled.
  • Participates in recruitment efforts to ensure a child waitlist of eligible applicants is maintained throughout the year.
  • Displays sensitivity to the service population's cultural and socioeconomics characteristics.
  • Performs work safely and ensures that other individuals do not put themselves or others at risk.
  • Follows all policies, procedures and legal mandates including HIPAA, client confidentiality, releases of information, protected health information (PHI) and client files.
  • Ensures performance and behaviors support the Agency's performance quality improvement (PQI) goals and objectives.
  • Reports to work on time and maintains reliable and regular attendance.
  • Performs other duties as assigned.

POSITION REQUIREMENTS

  • Child Development Associate (CDA) credential or Child Development Associate Teacher Permit required.
  • Associate's or Bachelor's degree with a minimum of 12 units of Early Childhood Education-Child Development preferred.
  • Family Development Credential and/or must obtain the Family Development Credential within 18-months of hire date.
  • Bilingual English/Spanish preferred.
  • Knowledge of early childhood development for infants and toddlers.
  • Must be able to work some weekends or evenings as needed.
  • Experience with developing, organizing, planning and facilitating trainings.
  • Sound organizational and time management skills.
  • Excellent written and oral communication skills.
  • Works well with others within a team setting.
  • Effectively represents the Agency in the community.
  • Effectively and successfully interacts with multi-lingual individuals and families from diverse socio-economic and cultural backgrounds with an equity lens.
  • Valid CA Driver's License and maintains insurability on the Agency's auto liability policy (including a minimum of 2 years driving experience after receiving license) and maintains the California state required auto insurance liability limits.
