OREGON YOUTH AUTHORITY INFORMATION SYSTEMS SPECIALIST 8 - Application Developer Salem - OYA Equitable Building - Information Systems Department

Join the Oregon Youth Authority (OYA) as an Application Developer to serve as a System Architect for the JJIS Application Development team. As we embark on migrating our primary juvenile justice information system (JJIS) to a Low Code platform, your expertise will be instrumental in shaping the future of JJIS as a web-based application. This position is at the forefront of strategic planning, guiding the rewriting and implementation of JJIS.

As a member of the JJIS Application Development team, you will navigate a complex technical landscape, developing software to function seamlessly across multiple hardware devices and databases, while interfacing with various state systems. Your responsibilities include project management, design, development, and implementation of JJIS as a web-based application.

You will analyze user needs, translate business requirements into system specifications, and design software solutions that adhere to C#.Net architecture techniques. Collaboration is key as you work with peers to develop architecture standards, guidelines, and procedures. Your expertise will extend to software construction, code development, and implementation coordination, ensuring a smooth transition to the new platform.

  • Starting Salary Expectations: $85,788 yearly to $98,508 yearly; based on qualifications, experience, and internal equity (should you have significant years of experience performing this work, starting salary may be higher).
  • Position Salary Range: up to $138,936 Annual Salary.
  • This position receives annual increases on anniversary date until the maximum of the salary range is reached.
  • Upon PERS eligibility, employees will receive a 6.95% increase to their base salary and will pay the employee 6% contribution to PERS.

What We Are Looking For:

  • Seven (7) years of information systems experience in Software Development with a focus on Full Stack web application development including experience designing, developing, building, constructing, and maintaining web applications on both the frontend(client/browser) and backend(web servers and APIs).

OR

  • An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;AND
  • five (5) years of information systems experience in Software Development with a focus on Full Stack web application development including experience designing, developing, building, constructing, and maintaining web applications on both the frontend(client/browser) and backend(web servers and APIs).

OR

  • A Bachelor's degree in Information Technology, Computer Science, or related field AND
  • three (3) years of information systems experience in Software Development with a focus on Full Stack web application development including experience designing, developing, building, constructing, and maintaining web applications on both the frontend(client/browser) and backend(web servers and APIs).

OR

  • Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above AND
  • Two (2) years of information systems experience in Software Development with a focus on Full Stack web application development including experience designing, developing, building, constructing, and maintaining web applications on both the frontend(client/browser) and backend(web servers and APIs).

  • Experience as a full stack web developer with experience in .NET, C#, Javascript, CSS, and HTML
  • Open to adopting and mastering new tools, frameworks, and methodologies
  • Strong experience with backend development on servers and web APIs, frontend development frameworks, unit testing, software architecture/design, and Continuous Deployment / Continuous integration pipelines.
  • Experienced full stack web developer with an understanding of how software systems are designed, constructed, and maintained
  • Works with stakeholders and other team members to discover requirements, provides mentorship and expertise to other team members, works independently on projects according to priorities, adapts to new technologies, and proactively solves problems and collaborates in a dynamic development environment.
  • Experience with the following technologies required: C#, .NET/.Net Core/.NET framework, Javascript/Typescript, HTML, CSS
  • Experience with the following technologies preferred, but not required: Java, Drools business rules engine
