Summary:

We are looking for a SME Realty Specialist to support the Bureau of Indian Affairs (IA) Business Support Services (BSS). Realty Specialists shall perform contract management services transactions by assisting in the processing of applications regarding rights-of-way, permitting, leases, and coordinate with Tribes to assist with moving the applications to approval for FAST-41 covered projects. Shall report to and under the Contract Project Management. The BIA's Division of Real Estate Services throughout the BIA Regions and Agencies shall aid to deliver customer focused services on trust and restricted fee lands for broadband activities.


Responsibilities

Essential Job Functions:

  • Collaborate with BIA and the National Telecommunication and Information Administration (NTIA) under the U.S. Department of Commerce's federal program officers and tribal grantees funded through NTIA's Tribal Broadband Connectivity Program (TBCP).
  • Provide a team to Regions who shall perform regional processing applications for Tribal Broadband projects, perform contract management services transactions by assisting in the processing of applications regarding rights-of-way, permitting, leases, and coordinate with Tribes to assist with moving the applications to approval for FAST-41 covered projects.
  • Prioritizing to improve both the quantity and quality of Tribal assistance provided in Federal review and authorizations.
  • Reviewing and analyzing Tribal applications for consistency of required documentation according to BIA policies and procedures.
  • Facilitating potential recommendations to approve secretarial waiver of regulations depending on right-of-way grant or lease negotiations.
  • Coordinating with Tribal applicants and representatives, NEPA staff, FAST-41 POCs, appraisers, internal BIA staff, and any other federal partners and entities.
  • Encoding and Tracking applications into the Trust Asset and Accounting Management System (TAAMS) for reporting and monitoring of rights of-way, Tribal Authorizations, Service Line Agreements, and business lease applications on tribal broadband projects.
  • Analyzing current and historical transactions, encumbrances, including trust title and records, and they are accurately report on the Title Status Reports. Conduct outreach on the Environmental Review Improvement Fund Tribal Assistance Program to ensure Tribes are aware and provide technical assistance guidance to Tribes and compact and contract Tribes on submitting a complete application for approval.
  • Assist in completing data calls and reporting requirements from the BIA Regions and Agencies for GAO and OIG engagements.

Qualifications

Necessary Skills and Knowledge:

  • Ability in reviewing environmental impact reports related to tribal broadband projects and be able to work collaboratively with the Division of Environmental Services and Cultural Resources Management (DESCRM) within the Office of Trust Services.
  • Shall have documented knowledge of BIA's regulations, policies, and procedures, reviewing contract management transactions related to tribal broadband projects.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Proficient in project management methodologies and tools.
  • Ability to work effectively with cross-functional teams and stakeholders.
  • Strong organizational skills and attention to detail.

Minimum Qualifications:

  • Bachelor's Degree or equivalent experience.
  • Minimum 5 - 6 years of experience in a related industry performing similar tasks.
  • Ability to travel, required.
  • Ability to successfully pass a employment background check.
  • Verification of valid Driver's License.

Preferred Qualifications:

  • Master's degree in a related field.
  • BIA Realty experience preferred.

The salary range for this position is $65,000 to $80,000 per year.
