Summary:

Goldbelt Frontier, LLC is recruiting for a contingent hire as a Data Governance Team Lead on the 'Promoting and Supporting Innovation and ACF Data Capacity' project for the Department of Health and Human Services (HHS)/Administration for Children and Families (ACF) Office of Planning, Research, and Evaluation (OPRE). This is an exciting opportunity to support several functional areas within OPRE's Division of Data and Improvement (DDI) as a member of the Goldbelt team.

This position is a hybrid position between remote and Washington, D.C.


Responsibilities

Essential Job Functions:

  • Co-scoping projects in conjunction with others in DDI or across ACF, including developing scoping memos to ensure alignment among stakeholders before commencing a project.
  • The Manager will establish standards and metrics for evaluating quality; track and monitor data governance projects and deliverables; develop, gain approval of, and manage detailed project scopes, workplans, and timelines.
  • The Manager is responsible for ensuring the team delivers projects in a high-quality and timely manner and taking into account existing agency policies, practices, and procedures.
  • The manager is also responsible for ensuring invoicing and other contractual management tasks related to this task are handled in an efficient and timely manner.

Qualifications

Necessary Skills and Knowledge:

  • Project management training and expertise.
  • Proven track record of managing complex projects with multiple stakeholders of varying levels of seniority.
  • Practiced with human-centered design and agile project delivery.
  • Strong communication (both verbally and in writing) and relationship.

Minimum Qualifications:

  • Bachelors degree or higher in applicable field of study or equivalent years of experience.
  • Minimum 5 or more years as a manager of technical teams with 5+ members.
  • Minimum 5 more years of experience in developing or implementing data policies and procedures in support of agency strategy and mission.
  • US Citizenship.

Preferred Qualifications:

  • Advanced Degree in data management and/or program management.
  • Experience with Social Services data.
  • Experience with SQL and one or more general programming languages such as Python or JavaScript.

The pay range for this position is $117,000 - $175,000 annually.
