Program Manager, Culture & Arts Program

Position Summary

The Program Manager is responsible for the overall planning, implementation, and data tracking of the Culture & Arts program, which is dedicated to preserving, promoting, and revitalizing Lingit and other Southeast cultures. This role requires a deep understanding of Lingit cultures, communities, and issues, as well as a strong foundation in program management and community engagement.

Essential Job Functions:

• Develop and implement culturally appropriate program plans and strategies aligned with the organization's mission and vision.
• Oversee program budget development, monitoring, and reporting in accordance with Indigenous cultural values and practices.
• Recruit, hire, train, and supervise program staff, fostering a culturally competent and supportive work environment.
• Build and maintain strong relationships with Indigenous communities, Elders, cultural bearers, and other stakeholders.
• Collect and analyze program data to measure outcomes and inform program improvements, ensuring data sovereignty and ethical practices.
• Prepare and support grant proposal submissions and reports that accurately reflect the program's impact on Indigenous communities.
• Ensure compliance with all relevant regulations, grant reporting requirements, and Indigenous protocols.
• Represent the organization at community events, conferences, and gatherings, promoting Indigenous culture and knowledge.
• Develop and implement culturally grounded program evaluation plans to assess program effectiveness.
• Identify and pursue opportunities for program expansion and collaboration with Indigenous communities.
• Other related duties as assigned

Qualifications:

• Bachelor's degree in Indigenous studies, social work, public administration, or a related field. Eight years of direct work experience may substitute.
• Minimum of 3 years of experience in program management or implementation with a focus on Indigenous communities.
• Demonstrated knowledge and understanding of Southeast Alaska Indigenous cultures, histories, and perspectives.
• Strong project management and organizational skills with the ability to adapt to changing priorities.
• Excellent written and verbal communication skills, including the ability to communicate effectively with Southeast Alaska Indigenous communities.
• Proven ability to manage budgets and financial resources while honoring Indigenous economic principles.
• Experience in grant writing and reporting, with a focus on culturally relevant outcomes.
• Demonstrated leadership and supervisory skills with a commitment to cultural humility and empowerment.
• Any level of fluency in Lingit preferred
• Position will be exposed to multiple allergens including cedar and wool (sheep and mountain goat).
• Must be willing to travel to local and regional events via plane, car, ferry, etc. as needed
• Needs a valid AK driver's license

Desired Qualifications:

• Experience working with Lingit tribes, communities, or organizations.
• Knowledge of Indigenous media and communication practices.
• Any level of fluency in Lingit preferred.

The salary for this position is $75,000 + DOE
