Responsibilities

The individual selected for this position will provide leadership and working-level support to all facets of project planning, software development, support activities, outreach, and general support to IT projects. The role and responsibilities include, but are not limited to the following:

  • Facilitating and providing requirements management and execution support with stakeholders, Mission Partners, or IT development teams, including defining key objectives, identifying constraints and dependencies, providing recommendations on software development and testing processes, and identify and mitigate technical risks.
  • Addressing service outages and operational issues.
  • Presenting solutions and/or strategy to resolve any operational issues.
  • Providing oversight and guidance during requirements definition activities, technical assessments and product evaluations, project verification and validation, IT system administration, hardware and software support, concept development activities, testing and deployment activities, transition facilitation, and decommission of systems and/or databases.
  • Determining best practices to comply with Sponsor Agile standards and methodologies.
  • Monitoring and documenting project activities in an automated tracking tool such as JIRA and ensure IT requirements and satisfaction levels are addressed.
  • Coordinate with the Sponsor, develop project lifecycle planning, implementation, execution, and delivery milestones and schedules.
  • Providing monthly IT project and cost management statuses including:
    • IT initiatives.
    • Key IT support to Mission Partners and/or stakeholders.
    • IT resource and computing assessments, including software licensing and cost.
    • Cloud service provider (CSP) usage levels and cost.
    • Recommendations to increase operational efficiency within the BSE and reduce cost.
    • Other miscellaneous IT budget planning data, as requested by the Sponsor.
  • Coordinating and/or facilitating training and/or consultation sessions for Mission Partners and stakeholders, as directed; leverage sponsor-provided tools to create necessary videos and/or virtual demo.
  • Support Sponsor outreach activities by recommending and establishing communication channels, virtual message boards, status dashboards, and facilitating Mission Partner feedback mechanisms.
  • Support data call requests as directed.
  • Provide backup support to the program managers as required. This can include assisting in recruiting, interviewing, and hiring staff, and performance evaluations and salary reviews for assigned staff.

Qualifications

  • Must possess and be able to maintain a TS/SCI clearance with polygraph.
  • Bachelor's (in computer science, Systems Engineering, or similar technical fields or equivalent) with 12-15 years of experience or a master's with 10-13 years of experience, or PhD 8-10.
  • Eight (8) years of experience contributing to technical activities; system architecture design, systems engineering, system integration, and software development, of which includes: Two (2) years of experience contributing to Enterprise-level technical projects.
  • Four (4) years of experience managing technical teams.
  • Proficient in IT Management and/or Systems Engineering principles; strategic planning, leadership, system lifecycle management, system design, and resource management.
  • Strong oral and written communications skills.
  • Strong problem solver who provides creative solutions to tough issues.

Desired:

  • Master's degree in computer science, Systems Engineering, or similar technical fields
  • Three (3) years of experience managing technical projects under the direction of the Sponsor.
  • Experience using data visualization tools; Tableau or Microsoft Power BI
  • Experience with the Sponsor's business systems; BASIS, CAPTURE Billing, CAPTURE Contracts, SLA Workflow, or Workforce Management System (WMS).
  • Experience with Oracle's Primavera Project Management and Portfolio Management systems.
