Pre-Construction Manager

Position Description:

The Preconstruction Manager plays a pivotal role in ensuring the development of an optimized build strategy, project schedules and cost estimates utilizing the information provided in a structured RFP tender, or in a more abstract conceptual request.

Core Responsibilities:



  • Lead pre-construction activities from concept engineering through to a defined handoff to the project execution team.
  • Develop execution strategy along with other pursuit stakeholders (GSs, PMs, Estimator, BUL, BD, Project Controls, etc.) based on available information and define the most effective construction sequence as baseline.
  • Compile, review, and organize all construction-related documents and plans, including engineering drawings, specifications, permits, contracts, schedules, and procurement documents.
  • Coordinate with Safety, Quality, engineering, procurement, and construction teams to gather all necessary plans and documents required for site mobilization and project execution.
  • Conduct thorough reviews of all documents and plans to ensure accuracy, completeness, and compliance with project requirements, industry standards, and regulatory guidelines.
  • Establish and maintain a comprehensive document management system, including version control, filing, and distribution of documents to the appropriate stakeholders from Tendering to Execution
  • Provide support and proper hand over to the site team during mobilization by ensuring that all necessary documents, plans, and resources are readily available and accessible for efficient project execution.
  • Serve as a central point of contact for document-related inquiries and requests from internal teams, subcontractors, suppliers, and clients, ensuring clear and timely communication throughout the project lifecycle.
  • Work with the Client Strategy team to help profile markets and clients to source compensable Front End Engineering & Design (FEED) RFPs and/or Design Assist/Preconstruction consultancy opportunities
  • Oversee all internal cost management for preconstruction efforts, process invoicing to clients and work with internal stakeholders and BULs (estimating, marketing, risk management, etc.) to forecast resource requirements from other departments, ahead of each preconstruction activity, to ensure proper staffing.



Qualifications:



  • BS in Engineering, Construction Management or related degree preferred.
  • Proven experience in document control, project coordination, and site preparation and or related field experience in the markets BOND serves (Oil & Gas, Electric T&D, Water, Transportation, District Energy, Power Generation)
  • Experience with EPC, Progressive EPC or other integrated project delivery models is preferred.
  • Strong proficiency in reading and interpreting engineering drawings, specifications, and construction documents
  • Field experience is required.
  • Superior organizational skills with meticulous attention to detail and accuracy
  • Effective communication skills, both verbal and written, with the ability to collaborate across multidisciplinary teams.
  • Proficiency in document management software and Microsoft Office Suite
  • Ability to thrive in a fast-paced environment and manage multiple priorities simultaneously.
  • Knowledge of construction processes, safety regulations, and industry standards by market and by region is desirable.
