Job Summary

Provides administrative direction, management, and leadership of the day-to-day activities of research administration unit for Public Health, Social Work, Dietetics & Nutrition, and Disaster Management, as well as supervising the staff in this unit. Provides oversight and administration in the execution of grants management for all departments under the College of Public Health & Social Work. Provides oversight for the development of pre-award and post award processes for the administration of externally funded grants and related functions for the college, while working synergistically with FIU's Office of Research and Economic Development. Leads project management and coordinates team approach to large scale and multidisciplinary/multi-PI/multi-site research proposals. Works with College leadership to develop and execute policies and procedures related to Academic Affairs and Research.

  • Serves as the college liaison with FIU's Office of Research and Economic Development (ORED). Provides financial oversight for the college's research funds.
  • Supervises procurement for labs and other projects in the college, including renewals of yearly equipment service contract and equipment repair requests.
  • Develop and communicates college research business procedures and recommends policies and procedures pertaining to the research unit.
  • Provides oversight for compliance with college and university policies and procedures, including time and effort reporting on sponsored activities and academic faculty assignments. Provide and lead the analysis of principal investigators and key personnel effort on sponsored awards to ensure compliance with sponsored projects, academic faculty assignments, payroll, and effort reporting through the life of the grant.
  • Provides guidance and expertise on research policies, procedures, administrative coordination, and regulations as it relates to sponsored activities.
  • Oversees and monitors the college's grant and research activity: - Prepare monthly financial reports for the Dean (monthly) and Chairs/Directors including AY proposals and awards, success rate, and YTD comparisons. Develops reports for the college and university leadership on indicators related to the college's research portfolio to track research funding, research productivity, and expenditures.
  • Provides oversight of College Facilities & Administrative (F&A) account and the College-wide Research Salary Savings account. - Leads the coordination of effort for PI F&A and RSS which includes calculation, and timely disbursement of funds. Ensures that all phases of distribution set forth by ORED are completed. Maintains records of expenditures on F&A account, generate and provide monthly activity reports.
  • Monitors expenditures, budget transfers (as required), budget exception management, no-cost extensions, and budget revisions, and close out activities. Set up and execution of subcontracts and other research related agreements (MOU's, MTA's, etc.,) Assist PI's as needed in forecasting expenditures in relation to budget. Ensures full and adequate utilization of grant funds. Oversees the college's grants transfers. Interprets Federal, State, local and University policies to ensure compliance. Works with leadership team in developing and implementing internal systems to improve and streamline research administration processes.
  • Works with ORED and Asset management office regarding space and equipment inventory. Analyzes the research space allocation which include formula implementation and cost allocation. Serves as the point of contact for the office of asset management to monitor and track the college's research equipment.
  • Serve as the effort coordinator for the college.
  • Alert faculty to opportunities regarding research funding.
  • Coordinates all efforts to establish the first PET/Cyclotron center at FIU by developing proposals to secure funds allocated through State appropriations and working with ORED's leadership, project managers, architects, and consultants for site planning and building facility.
  • Provide direction for preparation of cost-matching. Works with Finance to ensure that all cost sharing is documented and reported accordingly.
  • Reviews and approves course buy out requests using research funds.
  • Works with the college's office of Academic Affairs to develop and establish procedures and monitors course buy out requests.
  • Conducts weekly research staff meetings, and quarterly research/finance/HR meetings to ensure teams are informed of all processes, and business that have an impact on research activities.
  • Works with the Director of Finance at the college in the yearly planning and forecasting of research effort as it pertains to the use of E&G funds.
  • Provides leadership, guidance, and supervision to assigned staff and administrative personnel.
  • Assist when needed in the negotiation, acquisition and purchasing of major equipment for the College.
  • Oversees and reviews Stempel's research rankings established by Blue Ridge Institute for Medical Research and liaise with ORED's leadership to ensure that PI's sponsored project credits are allocated properly.
Minimum Qualifications

Bachelor's degree and eight (8) years of relevant experience or a Master's degree and six (6) years of relevant experience.

Desired Qualifications

Extensive experience in post and pre award processes.
