Job Summary

Serves as Program Director for assigned Department of Defense (DoD) projects and programs. Provides major exercise planning and management liaison activities between multiple stakeholders (Organizational leadership, US Special Operations Command (USSOCOM), and national government agencies). Delivers personnel guidance for senior team members to ensure effective delivery outcome of all assigned DoD programs.

  • Plays a crucial role in the coordination of the USSOCOM Identity Intelligence Exploitation Cell, Identity Operations Managers (IOMs), and Exploitation Analysis Center (EAC) support personnel.
  • Directs and provides oversight guidance for the Global Forensic and Justice Center (GFJC), DoD, USSOCOM, and United States Army Europe and Africa (USAREUR-AF) project activities.
  • Performs oversight and coordination with the Sensitive Site Exploitation (SSE) program manager and identity intelligence branch to advise on equipment, training and other action items for U.S. Marine Forces Special Operations Command (MARSOC), U.S. Army Special Operations Command (USASOC) and U.S. Naval Special Warfare Command (NAVSWC).
  • Directs the development, documentation, and training of tactics, techniques, and procedures (TTP) for employment of biometric, forensic, cellular phone exploitation (CELLEX) and media exploitation (MEDEX) hardware and software tools.
  • Prepares and submits contract deliverables and reports to the GFJC contracts directorate in a timely manner.
  • Liaises with leadership at DoD, USSOCOM, and USAREUR-AF, and the university to evaluate programs, evaluate objectives, and plan future initiatives.
  • Works closely with the entire USSOCOM major staff sections and components including but not limited to J2, J3, J4, and J8 as needed for successful program delivery.
  • Coordinates with internal teams to ensure project milestones are met on time and within budget.
  • Ensures all assigned project personnel and activities comply with federal regulations, including Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation (DFAR) requirements.
  • Keeps up to date on changes in government regulations and policies that may impact contract execution.
  • Oversees and coordinates support with USASOC, MARSOC, NAVSWG, and Joint Special Operations Command (JSOC) for training, equipment, and other issues.
  • Oversees necessary training to ensure that the team remains current in new identity intelligence equipment, training requirements, data sources, and production requirements.
  • Provides subject matter expertise input for the program on capital equipment replacement initiatives for major end items.
  • Advises on disposition instructions for the program and oversees the testing integrated program team.
  • Coordinates the logistics of facility visitors and equipment preparation/delivery at high-level events.
  • Oversees the research, preparation, briefings, and/or presentations of weekly, monthly, and annual written products during integrated product team meetings, one-on-one program manager meetings, and to other program stockholders and government leadership.
  • Collaborates across the university colleges/centers to identify and lead joint venture DoD activities.
Minimum Qualifications

Bachelor's degree in business, education, or related field and six (6) years of related work experience or Master's degree in business, education, or related field and four (4) years of related work experience.

Departmental Requirements

Biometric and forensic operational collection or analytical experience supporting Special Operations Forces (SOF) or other U.S. national agencies.

Desired Qualifications

  • Graduate of one or more of the biometric training courses taught at U.S. military agencies (Special Warfare Center School, Joint Exploitation Training Center, etc.).
  • Knowledge of USSOCOM and U.S. Army Europe and Africa (USAREUR-AF) biometric and exploitation processes, policies, and authorities in support of the Department of Defense's (DoDs) forensic intelligence operations.
  • Hands-on experience using sensitive site exploitation tools, software, and methodologies.
  • Experience managing sensitive government programs and initiatives.
